The Centers for Disease Control and Prevention said Friday that travelers at high risk of serious complications from Covid-19 should avoid cruises regardless of their vaccination status.

The updated guidelines also recommended that travelers who are not fully vaccinated should not cruise.

The new council follows several coronavirus outbreaks reported on board cruise lines, according to the CDC.

While the agency doesn’t introduce the same masking requirements that apply to planes, trains, and other public transportation, it suggested that face-covering be worn for cruise passengers in common areas.

“The virus that causes Covid-19 spreads easily between people in close proximity on board ships, and the likelihood of getting Covid-19 on cruise lines is high,” the CDC said in its updated guidance.

The agency advised all travelers, regardless of their vaccination status, to get tested one to three days before a cruise and three to five days after their return. Anyone taking a cruise should be in quarantine for seven days after returning, even if they tested negative for the virus.

The new policy comes just a week after the Belize Tourism Board announced that 27 people on board a Carnival cruise tested positive for Covid.

During Friday’s extended trading, Carnival Cruises shares fell more than 2%, Norwegian Cruise Line shares fell nearly 3%, and Royal Caribbean Cruises shares fell more than 2%.

After the industry closed at the beginning of the pandemic due to multiple outbreaks on board ships, the CDC has enforced strict guidelines to prevent similar events from occurring.

Of the three cruise lines, Royal Caribbean was the first to return to operations and had few cases on board ships, which was the target, according to CEO and Chairman Richard Fain.

Royal Caribbean and Carnival have allowed some unvaccinated passengers on board ships, but Norwegian has not.

Norwegian even filed a lawsuit against Florida surgeon general to halt a state ban that prevented companies from requiring customers to provide proof of Covid vaccination. The cruise company was granted a temporary stay in enforcement, but Florida has filed an appeal.

Singapore to lift quarantines for some travelers from Germany, Hong Kong

SINGAPORE — Singapore is reopening its borders to more destinations, and some travelers from Hong Kong, Macao, Germany and Brunei will soon be able to enter without having to serve quarantine.

The city-state announced the lifting of border restrictions for visitors from Hong Kong and Macao, who can apply for entry immediately and enter Singapore as soon as Aug. 26, according to Transport Minister S. Iswaran.

Singapore will also be opening a so-called vaccinated travel lane with Germany and Brunei in September, the national aviation authority said. It means Singaporeans can travel to Germany and Brunei, while visitors from those countries can travel to Singapore without quarantine, if the conditions are met.

“As an open and small economy, our connectivity with the rest of the world is essential, if not existential. That is why we need to start reopening,” Iswaran told reporters. “The longer our borders remain closed, the greater the risk of lasting damage to our economy, our livelihoods and our status as an aviation hub.”

Singapore has unilaterally opened its borders to travelers from Taiwan, New Zealand and most visitors from mainland China. The Southeast Asian country closed its borders to Australia and Vietnam after a resurgence of the virus in those countries.

Hong Kong and Macao

Travelers from Hong Kong and Macao, regardless of vaccination status, can now apply for an air travel pass to enter Singapore.

They will need to take a Covid test when they arrive in Singapore, and self-isolate until they receive a negative test result. There will be no need to serve quarantine.

Visitors need to have spent the last 21 consecutive days in Hong Kong or Macao before traveling to Singapore.

This arrangement is unilateral, which means people traveling from Singapore to Hong Kong or Macao will be subject to the rules of each destination.

For example, Singapore is classified as a medium-risk country in Hong Kong, and people arriving from Singapore will have to be quarantined for seven days to 21 days, depending on their vaccination status, among other factors.

Germany and Brunei

Singapore’s arrangement with Germany and Brunei allows only fully vaccinated travelers to skip quarantines. They will have to take four Covid tests — one two days before departure, one upon arrival, one on day three and another on day seven.

If the travel lane with Germany is successfully launched in September, it will be the first time Singapore residents can travel for leisure to any country without quarantine since the city-state closed its borders last year. Singapore postponed its travel bubble with Hong Kong twice because of rising Covid cases.

Applications to travel to Germany or Brunei open on Sept. 1, and conditions include:

  • Traveling on designated, nonstop flights for the vaccinated travel lane (VTL);
  • Remaining in Singapore, Germany or Brunei for 21 consecutive days before the flight;
  • Downloading a contact tracing app in Singapore.

The arrangement is a “welcome move and seems to be justified in light of Singapore’s successful vaccination campaign,” said German Ambassador to Singapore, Norbert Riedel.

“We are confident that those individuals travelling under the VTL scheme will show the necessary self-discipline and self-responsibility by adhering to the necessary testing requirements,” he said in a statement.

Iswaran said at the virtual press briefing, “The vaccinated travel lanes with Germany and Brunei mark a measured start to the resumption of air travel with an essential set of safeguards. We have chosen to start with these two countries based on overall risk and operational assessments.”

Around 57% of Germany’s population has been fully vaccinated, compared with 71.3% of Singapore’s population, according to Our World in Data. Only 11.9% of Brunei’s population is fully vaccinated.

“Our higher population vaccination rates now give us the foundation to introduce vaccination-differentiated border measures for travelers from countries/regions that have controlled the pandemic well and also vaccinated large parts of their population,” Singapore’s health ministry said in a press release.

Correction: This story has been updated to accurately reflect that if the travel lane with Germany is implemented, it will be the first time Singapore residents can travel for leisure without quarantine.

Southwest Airlines and American Airlines announced that they are holding back alcoholic beverages service after a flight attendant was attacked and the industry grappled with a spate of other onboard passenger incidents.

A southwest flight attendant sustained facial injuries and lost two teeth after being attacked by a passenger. This emerges from a letter dated May 24th to CEO Gary Kelly from Southwest flight attendants union president Lyn Montgomery. Between April 8 and May 15, there were 477 incidents of passenger misconduct on flights to the southwest, Montgomery wrote.

Airlines have been slowly bringing back a snack and drink service that they stopped at the start of the pandemic.

American Airlines said it will not sell alcoholic beverages in the main cabin until Sept. 13, when the federal mask mandate expires. Alcoholic beverages will continue to be offered in First and Business Class, but only during the flight.

“For the past week, some of these stressors have created deeply worrying situations on board aircraft,” said Brady Byrnes, executive director of flight operations at American, in a note to flight attendants. “Let me be clear: American Airlines does not tolerate attack or abuse of our crews.”

The Dallas-based Southwest had planned to resume alcohol sales in June for Hawaii flights and in July for longer domestic flights in the continental United States. A spokesman from the Southwest said there is currently “no schedule” for resumption of alcohol sales.

“If alcohol sales resume in this already volatile environment, you can certainly understand our concerns,” Montgomery wrote in the letter.

On Monday, one day after the incident aboard the Sacramento to San Diego flight, the Federal Aviation Administration announced that it had received approximately 2,500 reports of recalcitrant passenger behavior this year, approximately 1,900 cases of travelers refusing to do so Federal mask mandate to be followed during air travel.

The Biden government continues to require people to wear face masks on airplanes, at airports, and on buses and trains by September 13, although the Centers for Disease Control and Prevention has relaxed guidelines for vaccinated people in other settings.

“I think we learned important lessons over the year on how to be safer in public spaces,” said Dr. Fortune, who stressed that it is important for vaccinated travelers to continue testing, wearing masks, and practicing social distancing.

“I think the real danger,” she added, “is that the most vulnerable are those who are least able to mitigate risk.”

As of Thursday, airlines will have to collect and submit contact information to the CDC for all US travelers who have been to the Democratic Republic of the Congo or Guinea in the 21 days prior to their arrival in the US, the CDC said on Tuesday. On Friday, the CDC announced that it would serve travelers from both countries through six US airports in New York, Chicago, Atlanta, the District of Columbia, Newark and Los Angeles.

The risk of Ebola spreading to the US is “extremely small,” the CDC said last week, but health officials are preparing their public health response protocols to ensure the disease does not get into the country.

“For timely public health follow-up care, health officials must have immediate access to accurate and complete contact information for travelers when they arrive in the US,” said CDC Director Dr. Rochelle Walensky in a statement. “Any delay in contacting an exposed person can increase the likelihood of the disease spreading.”

Airlines must collect the names, addresses of travelers in the United States, primary contact phone numbers, secondary or emergency contact phone numbers, and email addresses, the CDC said in a statement. It is “the minimal amount of information needed to reliably locate travelers,” added the CDC.

Information provided by travelers is “checked by US government officials upon arrival to ensure that it is correct and complete,” the CDC said. The agency noted that a February 2020 CDC rule empowered the CDC to impose such a requirement on airlines.

The World Health Organization is responding to two Ebola outbreaks, one in the West African nation of Guinea and one in the Democratic Republic of the Congo in central Africa. Dr. Mike Ryan, executive director of the WHO’s health emergencies program, said Monday that 13 cases of Ebola have been confirmed in Guinea, four of which were deemed likely.

The cases in Guinea currently appear to be contained in the remote regions of N’Zerekore and Gueckedou in southern Guinea, Ryan said. He added that 99% of around 500 identified people who have been exposed to the virus are being tracked. More than 1,100 people have been vaccinated against Ebola since its recurrence last month, he added.

Separately, Ryan said eight cases, including four deaths, have been confirmed in the Democratic Republic of the Congo. No new cases have been reported there since Feb.22, Ryan said.

In contrast to the highly infectious coronavirus, which can be transmitted by people without symptoms, it is believed that Ebola spreads mainly through people who are already visibly ill. The virus spreads through direct contact with the blood or body fluids of people who are sick or who have died of the disease, according to the U.S. Centers for Disease Control and Prevention.

Ebola has an average death rate of 50% which, according to the WHO, can vary depending on the outbreak.

China has put some of the toughest containment measures in the world, including blocking most foreign arrivals, and has largely suppressed the epidemic.

Lu Hongzhou, an infectious disease specialist at Fudan University in Shanghai, told the state-controlled tabloid Global Times that nasal or throat swabs could cause “nasty reactions” that could result in below-average samples. He admitted that stool samples could replace anal swabs to avoid similar discomfort.

Other experts – including in China – have questioned the need for anal testing. The Global Times quoted another expert, Yang Zhanqiu, as saying that nasal and throat swabs are still most effective because the virus is transmitted through the airways.

Benjamin Cowling, professor of public health at the University of Hong Kong, said in an interview that even if someone tested positive on an anal swab but not a breath swab, he or she probably wouldn’t be very contagious.

“The value of detecting people with the virus is in stopping transmission,” said Professor Cowling. “If someone has an infection but is not contagious to anyone, we didn’t have to recognize that person.”
