Lockdown ends at D.C. navy base after suspect is detained

A lockdown at a U.S. military base in Washington, D.C., was lifted Friday after authorities detained a possibly armed individual who had entered the campus.

The all-clear announcement came at 2:50 p.m., more than two hours after Joint Base Anacostia-Bolling alerted people that the individual, initially described as a Black man with a medium-build carrying a Gucci bag, was on base.

The suspect had been detained by security forces at the base and would be transferred to the Metropolitan Police Department, whose officers were on the scene, a spokesman for the base told CNBC. The spokesman declined to say if the person surrendered willingly or if he was armed at the time he was detained.

Earlier, a spokeswoman for the MPD told CNBC that the department had received a phone call at 12:04 p.m. regarding the sound of gunshots being heard at a location east of the base.

No victims were been identified, the spokeswoman said.

MPD said they would only verify the person was male.

A social media account for the base at 12:37 p.m. first announced the potential threat.

“LOCKDOWN LOCKDOWN LOCKDOWN,” said a post on the base’s Facebook page.

“If you encounter the individual and have a safe route, RUN. If you do not have a safe route to run, HIDE. Barricade your door, turn off the lights and your cell phone ringer, and remain silent. If you are hiding, prepare to FIGHT,” the post said.

An update later described the individual as a Black man with a medium build and “dreads that are mid-back in length.” The person was wearing blue or green pants and a white tank top, and he may have been carrying a bag, according to that Facebook post.

That update, which came more than an hour after the lockdown order was posted, advised people to “continue to shelter in place.”

About 15 minutes beforehand, the Facebook page had alerted people to be on the lookout for two individuals: one a Black male with medium build “with dreads” and “wearing ripped blue jeans,” and the other a Black man wearing green pants and a white top who “may be injured.”

That was revised to just one person in subsequent posts.

U.S. officers arrive in Haiti, key suspect arrested in assassination plot

Five days after the assassination of President Jovenel Moise, a delegation of US officials is arrested in Haiti to assess the political and security situation in the Caribbean.

The White House confirmed Monday that a delegation of officials from the National Security Council and Homeland Security, State and Justice departments had met with Haiti’s interim leaders and the national police to respond to their requests for security assistance and the investigation on Moise’s murder.

The arrival of the US delegation follows the arrest of a man of Haitian descent from Florida who is reportedly a prime suspect in Moise’s murder at his private residence in Port-au-Prince on Wednesday.

The State Department confirmed Monday that a third U.S. citizen was arrested after the attack, but declined to provide further information on privacy concerns. Instead, the department referred the Haitian authorities for details of the arrest.

Haitian police said they had arrested Christian Emmanuel Sanon, who had entered Haiti on a private plane “with the intention of assuming the Haitian presidency.” Sanon, who is in his early sixties, has been described as having played a pivotal role in the assassination, with Haitian police finding he was the “first person the attackers called” after the president was shot dead.

The New York Times and the Miami Herald reported that Sanon is a doctor in Florida.

The U.S. delegation’s arrival also comes after White House officials told NBC News on Friday that the U.S. has no plans to deploy troops to protect critical infrastructure, amid reports Haitian officials asked for such assistance. Pentagon spokesman John Kirby said over the weekend the Department of Defense is looking into the Haitian request for troops, but the US is mainly focused on the investigation.

“I don’t know if we are now at a point where we can definitely say that what is happening there is putting our national security at risk,” Kirby told Fox News on Sunday. “But of course we value our Haitian partners. We value stability and security in this country.”

The US delegation met with Haiti’s interim leaders to promote free and fair elections, National Security Council spokeswoman Emily Horne said in a White House press release. U.S. and Haitian officials also checked the security of the country’s critical infrastructure, Horne said.

“In all of their meetings, the delegation has pledged to support the Haitian government in its pursuit of justice in this case and to reaffirm the United States’ support for the Haitian people at this difficult time,” said Horne.

On Friday, the State Department confirmed that two US citizens were arrested by Haitian police after the attack, but declined to comment.

Haitian police on Friday identified the American suspects as James Solages and Joseph Vincent, both of Haitian descent. You are among at least 20 suspects arrested by Haitian police so far, along with 18 Colombians.

Moise had faced violent protests for months before he was murdered. Opposition leaders accused him of increasing his power even after his term ended in February and called for his resignation.

Opposition leaders and their supporters pointed to Moise’s approval of decrees restricting a court’s powers to review government contracts and creating an intelligence agency that would only report to him. They also opposed his plans to hold a constitutional referendum that would strengthen the presidency in the country.

Noah Inexperienced, Capitol Suspect, Struggled Earlier than Assault

Mr. Green’s compliance will likely increase control of the group as investigators attempt to determine if his beliefs played a role in Friday’s attack. The relationship between violence and the nation of Islam has been debated since it began some 90 years ago, especially since outsiders and insiders disagreed on its teachings.

“From the earliest times in the nation’s history, people have taken these texts and said it is about killing white people,” said Michael Muhammad Knight, an assistant professor of religion and cultural studies at the University of Central Florida, who said Islam specializes in American.

“The nation has a very strong anti-violence discourse that goes back to the very beginning,” he said. “When you look at the nation, you consistently fail to see the number of bodies white supremacist organizations have.”

In his Facebook posts, Mr. Green sometimes used apocalyptic language, suggesting that he believed in an impending conflict at the end of the world. He was referring to the “mother wheel,” which in the nation’s teachings is a spaceship that will descend to America in an apocalyptic battle, Knight explained.

In his last Facebook post on March 21st, Mr. Green wrote about a “divine warning” that these were the “last days of our world as we know it”.

Court records in Indiana, where he lived briefly, show that Mr. Green filed a motion in December to legally change his name to Noah Zaeem Muhammad. However, when he failed to appear for a hearing in the final days of March, the case was dismissed.

At this point he was back in Virginia and living with his brother. Only a few days later he would be driving to the Capitol.

One Capitol Police officer, suspect useless after automotive rammed into two officers

The U.S. Capitol was attacked Friday, killing a police officer after a person rammed his car into two police officers at a checkpoint.

The attacker and a US Capitol police officer both died, a law enforcement representative said at a press conference.

The US Capitol Police later identified the officer who died as William ‘Billy’ Evans, a member of the USCP for 18 years.

Sources identified the suspect to NBC News as 25-year-old Noah Green from Indiana. His Facebook page says he is a follower of Islam and that he recently lost his job and expressed his despair, NBC reported.

A Capitol Police official said the incident was currently “not terrorist related” but noted that further investigation was needed.

The Capitol Police said in a statement shortly after 2:40 pm that the threat had been “neutralized” and lifted the lockdown on the US Capitol shortly after 3:00 pm

Capitol Police confirmed that the driver jumped out of the car with a knife after ramming the vehicle into the barricade. The driver then pounced on the officers, whereupon the officers shot the suspect.

The second officer was also injured in the incident, according to the Capitol Police.

The incident occurred shortly after 1:00 p.m. ET at the North Barricade vehicle access point along Constitution Avenue, Capitol Police said. Congress was not in session at the time of the incident, but the Capitol security presence has increased since the January 6 riot.

President Joe Biden ordered the flag of the White House to be hoisted at half mast in honor of the late Capitol Police officer. He and First Lady Jill Biden were “broken” to learn of the event.

“We offer our deepest condolences to the family of Officer Evans and all who mourn his loss,” he said in a statement. “We know how difficult this has been for the Capitol, for everyone who works there, and for those who protect it. I have received ongoing information from my Homeland Security advisor and I will have more information as the investigation progresses. I want to the Capitol Police, the National Guard Immediate Response Force, and others who responded quickly to this attack to express the nation’s gratitude. “

House spokeswoman Nancy Pelosi ordered flags to be hoisted on half poles in the Capitol in light of the death of the Capitol police officer, a spokeswoman for her office said in a statement.

In another statement, Pelosi called the late officer Evans “a martyr for our democracy”.

“Members of Congress, staff and Capitol workers, and all Americans, agree that they appreciate the courage of the US Capitol police force,” she said. “Today these heroes risked their lives again to protect our Capitol and our lands with the same extraordinary selflessness and service as they did on January 6th. On behalf of the entire House, we are deeply grateful.”

Russian Hackers Broke Into Federal Companies, U.S. Officers Suspect

According to investigators, the global campaign included the hackers who put their code into regular updates to software used by a company called SolarWinds to manage networks. Its products are widely used on corporate and federal networks, and the malware has been carefully minimized to avoid detection.

The Austin, Texas-based company says it has more than 300,000 customers, including most of the country’s Fortune 500 companies. However, it is unclear how many of them are using the Orion platform that the Russian hackers infiltrated or if they were all targets.

If the Russia connection is confirmed, it will be the subtlest known theft of American government data by Moscow since a two-year rampage in 2014 and 2015 that gave Russian intelligence agencies access to the unclassified email systems at the White House State Department and the joint chiefs of staff. It took years to undo the damage, but President Barack Obama decided at the time not to name the Russians as the perpetrators – a move many in his administration now see as a mistake.

Encouraged, the same group of hackers penetrated the systems of the Democratic National Committee and top officials in Hillary Clinton’s campaign, sparking investigations and fears that permeated both the 2016 and 2020 competitions. “There seems to be a lot of casualties to this campaign, both in government and in the private sector,” said Dmitri Alperovitch, chairman of Silverado Policy Accelerator, a geopolitical think tank that co-founded CrowdStrike, a cybersecurity company four years ago that helped Find Russians in the systems of the Democratic National Committee. “No different from what we saw from this actor in 2014-2015 when he ran a massive campaign and successfully compromised numerous victims.”

Russia was one of several countries that also hacked American research institutions and pharmaceutical companies. That summer, Symantec Corporation warned that a Russian ransomware group was taking advantage of the sudden change in American work habits caused by the pandemic and injecting code into corporate networks at unprecedented speeds and breadth.

According to private sector investigators, the attacks on FireEye resulted in a wider hunt to find out where else the Russian hackers would have been able to infiltrate both federal and private networks. According to official sources, FireEye provided the NSA and Microsoft with some critical pieces of computer code that were looking for similar attacks on federal systems. That led to the emergency warning last week.
