Cruise Line Threatens to Skip Florida Ports Over Proof-of-Vaccination Ban

Norwegian Cruise Line threatens to keep its ships out of Florida ports after the state enacted laws prohibiting companies from requesting proof of Covid-19 vaccination in exchange for services.

The company, which plans to launch its first cruises to the Caribbean and Europe in the summer and fall, offers limited capacity trips and requires all guests and crew to be vaccinated for bookings by at least the end of October.

During a quarterly earnings call Thursday, Frank Del Rio, managing director of Norwegian Cruise Line, said the issue had been discussed with Florida Governor Ron DeSantis, a Republican. Mr Del Rio said if the cruise line had to skip the ports of Florida, it could operate from other states or the Caribbean.

“We definitely hope it doesn’t come to that,” said Mr Del Rio. “Everyone wants to operate from Florida. It’s a very lucrative market. “

The conflict between Norwegian Cruise Line and Florida is one of the many that is likely to surface when it comes to how states and companies go about whether or not proof of vaccination is required. While some states are not yet taking a position on companies that require vaccines, others are already using such protocols.

At many New York events, such as Major League Baseball and National Basketball Association games, state health and safety guidelines require fans to provide a vaccination certificate or negative coronavirus test within 72 hours of attending.

“We hope this has not become legal or political football,” said Del Rio on the conference call.

Norwegian Cruise Line is headquartered in Florida, along with Royal Caribbean Cruises and Carnival Corporation. According to an economic analysis prepared for the Cruise Lines International Association last year, around 60 percent of all US cruise ships in 2019 came from ports in Florida.

In a business update on Thursday, Norwegian Cruise Line announced that bookings for the first half of 2022 were seeing “robust future demand” that was “well ahead” of 2019 bookings. By the end of the first quarter of 2021, the company announced a pre-sale of $ 1.3 billion in tickets.

Florida law not only prohibits companies from providing evidence of vaccination, but also prevents state and local authorities from closing personal learning companies or schools unless there is a hurricane emergency.

“I have refused to take the same approach as other lockdown governors,” DeSantis said in a statement on Monday when he signed the bill. “Florida protects your personal choice about vaccinations and no company or government agency can deny you services based on your choice.”

His office did not immediately respond to a request for comment on Saturday and Norwegian Cruise Line could not be reached for comment.

“We hope everyone is pushing in the same direction, which means we want to safely resume the cruise, especially at the beginning,” said Del Rio on the call for winners. “In six months or a year, things could be different.”

The latest guidelines from the Centers for Disease Control and Prevention allow cruise lines to conduct “simulated voyages” with volunteer passengers to see how cruise lines can safely resume operations with measures such as testing and potential quarantines.

The CDC requires cruise ships to complete test runs before they can be cleared for sailing with passengers this summer.

“It is not possible for cruises to be an activity without risk for the spread of Covid-19,” the CDC said this week. “While cruises always pose some risk to the transmission of Covid-19, CDC is committed to ensuring that cruise ship passenger operations are carried out in a way that protects crew, passengers and port personnel.”

The latest guidelines recommend but do not require that cruise ship travelers and crew members receive a vaccine when it is available to them.

Speaking at this week’s call for a prize, Mr. Del Rio said Norwegian Cruise Line had submitted a proposal to the CDC requiring vaccine detection from all crew members and passengers.

It’s unclear how much business Norwegian Cruise Line could lose by avoiding Florida ports. Of the dozen of ports listed on its website, Norwegian Cruise Line has Florida ports in Tampa, Miami, and Key West.

Mr Del Rio said “pent-up demand” helped fill bookings quickly.

“I believe it’s the # 1 destination for Americans in the Caribbean,” said Del Rio. “Who knows? This ship could prove so profitable there that it will never return to US waters.”

The White House chief physician, Dr. Anthony Fauci on Friday urged Americans to make sure they get their second dose of the Covid-19 vaccines, saying the second shot offers “dramatic” benefits.

Pfizer and Moderna’s Covid vaccines require two doses three to four weeks apart. Both vaccines are about 95% effective against the virus, but that strong protection doesn’t kick in until two weeks after the second dose, officials say.

Fauci said Friday that about 8% of Americans who received a dose of the Pfizer or Moderna Covid vaccines have not returned for their second shot. However, skipping the second dose could cause problems for these Americans, as a single shot of the vaccine triggers a weaker immune response than two.

Fauci cited numerous scientific studies, including a report published Wednesday by the Centers for Disease Control and Prevention, which found Pfizer-BioNTech and Moderna Covid-19 vaccines to be 64% effective at reducing hospitalizations in the elderly after one Prevent shot, but 94% after two doses. The study examined 417 adults in 14 states in hospital from January through March.

“If you are on two-dose therapy make sure you get that second dose,” he said during a White House briefing about the coronavirus pandemic.

Early on, public health officials and experts said they feared it would be difficult for some Americans, especially workers who cannot easily take time off, to come back for a second dose. Even so, officials have said the second shot pickup is better than expected.

On Friday, Fauci also urged health care providers to ensure that canceled visits for second admissions are rescheduled.

Fauci’s remarks come because the US is seeing its first real slowdown in daily vaccination rates after months of steady growth. According to CDC data, the country had an average of 2.6 million reported vaccinations per day over the past week, up from a high of 3.4 million reported shots per day on April 13.

His comments also come as the US pursues highly contagious new varieties of the virus. Fauci previously said that two doses of Pfizer or Moderna’s Covid vaccines are better than one to protect against variants.

Earlier this month, Fauci gave advice to those diagnosed with Covid after the first vaccination and before the second vaccination.

He said that people who contract the coronavirus between Covid-19 vaccinations can get their second dose after recovering from the disease and are no longer considered contagious.

“We were and still are concerned that if you look at the level of protection after a dose, you can say it’s 80 percent, but it’s a little weak 80 percent,” said Dr. Fauci. He said there was concern that more contagious variants that continue to spread around the globe might partially dodge after just one dose of vaccine-induced antibodies. “You’re in a weak zone if you don’t get the full effect of two doses,” he said.

Breakthrough infections after vaccination, while rare, do occur. A recent study of 250 people in Israel who were infected with the Pfizer vaccine after partial vaccination – between two weeks after the first dose and one week after the second dose – showed that they infected disproportionately with B.1.1.7 variant were first identified in Great Britain. The same study found that a group of 149 people infected after the second dose of vaccine developed eight infections with B.1.351 (the variant first identified in South Africa) between the seventh and 13th day after the second dose. No breakthrough infections with the South African variant were observed 14 days after the second dose. Although it was a small sample, the result suggested that full vaccination would provide more protection against the variants, said Adi Stern, the study’s lead author, a professor at Tel Aviv University’s Shmunis School of Biomedicine and Cancer Research .

Another study showing the benefits of full vaccination looked at a group of 91,134 patients previously seen by doctors at the Houston Methodist Hospital system and followed them between December and April. Most were not vaccinated, but 4.5 percent were partially immunized and 25.4 percent were fully immunized. There were 225 deaths from Covid-19 in the group and 219 (97 percent) were among the unvaccinated. However, five deaths (2.2 percent) occurred in the partially immunized. Only one person (0.004 percent) died in the fully immunized group. In this study, full vaccination was protected 96 times from hospitalization and 98.7 percent from death from Covid-19. However, the partially vaccinated were only 77 percent protected from hospitalization and 64 percent from fatal Covid-19.

The study’s lead author, Saad B. Omer, director of the Yale Institute for Global Health, said he started the research with a “neutral” view of the benefits of two doses over a single dose. But he is now convinced that the benefits of a second dose matter.

“Given the data from our study and other evidence, it doesn’t make sense for people to skip their second dose,” said Dr. Omer. “When it comes to preventing death from vaccines, the jar is 64 percent full, but wouldn’t you rather have it almost 100 percent full for a result as drastic and irreversible as death?”

Aside from the obvious health risks, skipping the second dose can also make your life more complicated if you’re traveling or visiting facilities that require proof of vaccination. “You are not considered fully vaccinated,” said Dr. Brownstein. “It can have an impact on getting back to normal. If your vaccination record or card does not show full status, there may be certain things you cannot do. You may not be able to get on a plane. “

In 2015, Mr Horsky pleaded guilty to defrauding the US government and said he would work with prosecutors. In 2017 he was sentenced to seven months in prison. Some details of his conviction have been sealed, and a federal judge denied a request from Bloomberg News to lift the seal. The judge said he denied the application after consulting with the Justice Department and Mr Horsky’s lawyers.

Mr Neiman’s client could be amply rewarded if the prosecution imposed further fines on Credit Suisse. According to an IRS rule, whistleblowers can receive up to 30 percent of the amount of additional money the government receives. And, said Mr. Neiman, the whistleblower has more American account holder names than Mr. Horsky’s, although he wouldn’t say how many.

President Donald Trump and First Lady Melania Trump will be returning to the White House on Thursday to shorten their long Palm Beach vacation break and skip a New Year’s Eve blowout at his Mar-a-Lago resort.

The planning notice came days before Congress was due to finalize President-elect Joe Biden’s victory, a virtually inevitable outcome that several Republicans object to delaying.

The President and First Lady are due to leave Florida for Washington at 11 a.m. ET, the White House said on Wednesday evening.

The departure was unexpected: news outlets reported that guests attending Mar-a-Lago’s annual New Year’s Eve gala had been told that Trump would be at the event. CNN reported Tuesday, citing a member of the resort, that at least 500 reservations had been confirmed to the party.

A receptionist in Mar-a-Lago declined to comment on the party. The White House declined to comment.

Since arriving in Palm Beach on Dec. 23, Trump has made comments mostly focused on the elections. He refuses to admit Biden despite repeated failures in court to reverse or invalidate the Democratic vote of the electoral college.

These voters cast their votes on December 14; Biden won 306 votes to Trump’s 232.

On frequent trips to his golf club, Trump has visited Twitter to pressure Republican senators to “stand up for the presidency,” while spreading a number of baseless and debunked conspiracy theories about widespread election fraud.

On Wednesday, Republican Josh Hawley of Missouri became the first Senator to respond and said he would object when Congress counts the votes next week.

Several House Republicans have already vowed to contest the elections at this point. If a house member and a senator jointly object to a state’s electoral roll, the two houses must debate it separately and then vote on the objection.

Experts say there is no real chance of reversing the election result.

It is unclear how Trump will continue his print campaign in the days leading up to Biden’s victory being confirmed on Wednesday.

On Sunday he announced that he would travel to Georgia next Monday to campaign for Republicans Sens. Kelly Loeffler and David Perdue, the day before their two runoff elections, which determine which party controls the Senate.

Biden and Vice President-elect Kamala Harris will also visit Peach State to campaign for Democratic candidates Jon Ossoff and Raphael Warnock ahead of Tuesday’s election.
