CDC clears reformulated Covid pictures concentrating on omicron in time for varsity

The Centers for Disease Control and Prevention have released reformulated Covid shots targeting the latest Omicron subvariants for the fall, allowing many people to get an extra boost in days.

The agency’s independent committee on vaccines voted 13-1 in favor of the shots on Thursday after reviewing the available safety and efficacy data in a nearly seven-hour session. CDC Director Dr. Rochelle Walensky approved the injections a few hours later, clearing the way for pharmacies to administer the injections soon.

Pfizer’s Omicron boosters were approved for ages 12+, while Moderna’s updated shots were approved for ages 18+. The eligible age groups can receive the boosters no earlier than two months after the completion of their primary series or their last booster with the old vaccinations.

Walensky said her decision followed “a thorough scientific evaluation and sound scientific discussion.”

“If you are eligible, there is no bad time to get your Covid-19 booster and I strongly encourage you to get it,” she said in a statement.

Pfizer plans to ask the Food and Drug Administration to also approve the new boosters for children ages 5 to 11 in early October, company executives told the committee Thursday.

The original vaccines are no longer used as a booster dose in people aged 12 and over as the reformulated vaccines are now online.

Public health officials expect another wave of Covid infections this fall as immunity to the legacy vaccines wanes, more contagious omicron subvariants spread and people spend more time indoors as the weather turns colder and families close gather for the holidays.

The CDC and FDA hope the new boosters will provide more durable protection against infection, mild illness, and serious illness. The reformulated shots target omicron BA.5, the dominant variant of Covid, as well as the strain that emerged in China more than two years ago.

The US has so far secured 171 million doses of the new boosters from Pfizer and Moderna. More than 200 million people are entitled to the recordings, according to the CDC. dr Sara Oliver, a CDC official, told the committee Thursday there should be enough vaccine supplies to meet demand this fall.

No omicron BA.5 human data

There is no human trial data on the new BA.5 boosters, so it is unclear how they will perform in the real world. The CDC and FDA used human clinical trial data for vaccinations against the original version of Omicron, BA.1, which elicited a stronger immune response than the old vaccines.

Pfizer and Moderna originally developed Omicron boosters for BA.1, but the FDA told the companies to change gears in June and develop BA.5 shots instead after the subvariant became dominant. The decision to focus on BA.5 did not leave enough time to wait for data from human trials before a vaccine launch in the fall.

The lack of human data for the BA.5 vaccines has caused some controversy, but Dr. Peter Marks, a senior FDA official, said the agency has followed the same process it has used for years to change strains for flu vaccines. Marks said Wednesday flu vaccine strains are being changed even without human clinical data.

dr Pablo Sanchez, the only committee member who voted against the injections, called the recommendation premature and said the US should have waited for human data before proceeding with the boosters.

“There’s already a lot of hesitation with vaccines — we need the human data,” said Sanchez, a professor of pediatrics at Ohio State University. But Sanchez said he believes the new boosters are safe and he will likely receive one himself.

Board member Dr. Oliver Brooks, chief medical officer at Watts HealthCare Corporation in Los Angeles, questioned why the FDA chose a BA.5 vaccine when clinical data is available for the BA.1 vaccine that vaccine manufacturers are initially developing had. Brooks eventually voted for the shots.

But dr Sarah Long, also a committee member, said there was no reason to believe the BA.5 boosters will be inferior to the old vaccines as they also contain the original Covid strain and have the potential to increase hospitalizations and deaths along the way in the future to reduce autumn and winter. Long also voted in favour.

FDA and CDC officials have said that the omicron BA.1 and omicron BA.5 boosters are similar enough that the immune response data of the BA.1 vaccine should give a good indication of how the BA.5 vaccine will work. Omicron BA.1 and BA.5 are according to Dr. Jacqueline Miller, who works on vaccine development at Moderna, are closely related and share a difference of four mutations.

Moderna completed enrollment in clinical trials on the BA.5 shots last week and should have results by the end of the year, Miller told the CDC committee on Thursday. Pfizer’s clinical trial is also ongoing, although the company hasn’t said when it expects results.

Health authorities also reviewed data on the BA.5 shots from mouse studies. Moderna presented data showing that the BA.5 shots increased antibodies in mice more than four-fold compared to the old shots. The mice express the same cellular protein as humans, to which the virus attaches. Pfizer’s BA.5 booster increased antibodies in mice by 2.6-fold compared to the original vaccine.

According to the FDA, the most common side effects from the human trials of BA.1 injections were pain, redness, swelling at the injection site, fatigue, headache, muscle pain, joint pain, chills, nausea, vomiting, and fever.

Oliver, the CDC official, told the committee that health officials do not expect a difference in the safety profile of the BA.1 and BA.5 shots because the subvariants differ by only a few mutations.

However, Oliver noted that the risk of myocarditis following a BA.5 booster dose is unknown. Young men and adolescent boys are at increased risk of myocarditis after the second dose of Pfizer and Moderna, but the risk of myocarditis from Covid infection is higher, according to the CDC.

“We know that the risk of myocarditis is unknown, but expect a risk similar to that seen after the monovalent vaccines,” Oliver said. The monovalent vaccines are the old vaccines that have been given to millions of people in the US over the last two years.

Old vaccines are losing their effectiveness

The original vaccines, which were first approved in December 2020, no longer offer any meaningful protection against infection because the virus has mutated so much in the last two years. The shots were developed against the first strain to appear in China, so they are no longer tailored to attack the expanding Omicron subvariants.

Infections, hospitalizations and deaths have all fallen dramatically since last winter’s massive Omicron outbreak, but have leveled off at stubbornly high levels this summer. Omicron BA.5 is the most contagious and immune-avoidable variant to date, and breakthrough infections have become increasingly common as a result.

The effectiveness of the old vaccines against hospitalization also decreased after omicron BA.5 became dominant. A third dose was 77% effective at preventive hospitalization four months after receiving the shot, but protection dropped to as much as 34% at 120 days, according to CDC data. A fourth dose in people aged 50 and over was 56% effective in preventing hospitalization at four months.

Deaths and hospitalizations from Covid among people aged 65 and older have increased since April, according to Heather Scobie, a CDC epidemiologist who presented data during Thursday’s meeting. The number of deaths has increased, particularly among people aged 75 and over, Scobie said.

The CDC has shifted to a more focused public health response, with a focus on protecting the most vulnerable — the elderly, those with serious illnesses and those with weakened immune systems. Though there’s no data on the real-world effectiveness of the new boosters, the US is moving quickly to introduce them in hopes they’ll protect people this fall.

A Celebrated Afghan College Fears the Taliban Will Cease the Music

For more than a decade, the Afghanistan National Institute of Music has stood as a symbol of the country’s changing identity. The school trained hundreds of young artists, many of them orphans and street hawkers, in artistic traditions that were once forbidden by the Taliban. It formed an all-female orchestra that performed widely in Afghanistan and abroad.

But in recent days, as the Taliban have been consolidating control over Afghanistan again, the school’s future has come into doubt.

In interviews, several students and teachers said they feared the Taliban, who have a history of attacking the school’s leaders, would seek to punish people affiliated with the school as well as their families. Some said they worried the school will be shut down and they will not be allowed to play again. Several female students said they had been staying inside their homes since the capital was seized on Sunday

“It’s a nightmare,” Ahmad Naser Sarmast, the head of the school, said in a telephone interview from Melbourne, Australia, where he arrived last month for medical treatment.

The Taliban banned most forms of music when they previously ruled Afghanistan, from 1996 to 2001. This time, they have promised a more tolerant approach, vowing not to carry out reprisals against their former enemies and saying that women will be allowed to work and study “within the bounds of Islamic law.”

But the Taliban’s history of violence toward artists and its general intolerance for music without religious meaning has sowed doubts among many performers.

“My concern is that the people of Afghanistan will be deprived of their music,” Mr. Sarmast said. “There will be an attempt to silence the nation.”

In 2010, Mr. Sarmast, an Afghan music scholar who was trained in Australia and plays trumpet and piano, opened the school, which has more than 400 students and staff members, with the support of the American-backed government. It was a rarity: a coeducational institution devoted to teaching music from both Afghanistan and the West.

The school’s musicians were invited to perform on many of the world’s most renowned stages, including Carnegie Hall. They played Western classical music as well as traditional Afghan music and instruments, like the rubab, which resembles the lute and is one of the national instruments of Afghanistan.

The school placed special emphasis on supporting young women, who make up a third of the student body. The school’s all-female orchestra, Zohra, founded in 2015, earned wide acclaim. Many were the first women in their families to receive formal training. In a symbol of its modern ways, head scarves for girls at the school’s campus in Kabul were optional.

The school’s habit of challenging tradition made it a target. In 2014, Mr. Sarmast was injured by a Taliban suicide bomber who infiltrated a school play. The Taliban tried to attack the school again in the years that followed, but their attempts were thwarted, Mr. Sarmast said.

Now, female students say they are concerned about a return to a repressive past, when the Taliban eliminated schooling for girls and barred women from leaving home without male guardians.

Several female students — who were granted anonymity because they feared retaliation — said that it felt like their dreams to become professional musicians could disintegrate. They worried they might not be able to play music again in their lives, even as a hobby.

In recent weeks, as the Taliban swept through the country, the school’s network of overseas supporters tried to help by raising money to improve security on campus, including by installing an armed gate and walls.

But it’s now unclear if the school will even be permitted to operate under the Taliban. It is also increasingly difficult for citizens of Afghanistan to leave the country. Airport entrances have been chaotic and often impassable scenes for days, even for people with travel documentation. The Taliban control the streets, and though they say they are breaking up crowds at the airport to keep order, there are widespread reports that they are turning people away by force if they try to leave the country.

The State Department said in a statement that it was working to get American citizens, as well as locally employed staff and vulnerable Afghans, out of the country, though crowding at the airport had made it more difficult. The department said it was prioritizing Afghan women and girls, human rights defenders and journalists, among others.

“This effort is of utmost importance to the U.S. government,” the statement said.

In the 1990s, the Taliban permitted religious singing but banned other forms of music because they were seen as distractions to Islamic studies and could encourage impure behavior. Taliban officials destroyed instruments and smashed cassette tapes.

William Maley, an emeritus professor at Australian National University who has studied Afghanistan, said he was troubled by reports that the Taliban had recently sought to limit the spread of popular music in some parts of the country.

“The Taliban in the 1990s were extremely hostile to any form of music other than religious chants, and people had to hide their instruments and play music secretively,” Professor Maley said. “I would not be optimistic.”

Amid the chaos in Kabul, students, teachers and alumni of the school have exchanged frantic messages on chat groups. They have lamented the fact that they might need to hide their instruments or leave them in the care of others if they try to flee.

William Harvey, who taught violin and conducted the orchestra at the school from 2010 to 2014, said he felt despair thinking his former students might be in peril for pursuing their passion. Still, he said the school is an inspiration for artists and audiences around the world.

“It is to those students, then, that we owe a tremendous responsibility,” said Mr. Harvey, now the concertmaster of the Orquesta Sinfónica Nacional in Mexico. “They must live to lift their voices again another day.”

As Childhood Covid Circumstances Spike, College Vaccination Clinics Are Sluggish Going

CHEYENNE, Wyo. — There were no cheery signs urging “Get your Covid-19 vaccine!” at the back-to-school immunization clinic at Carey Junior High School last week. In the sun-drenched cafeteria, Valencia Bautista sat behind a folding table in a corner, delivering a decidedly soft sell.

Hundreds of 12- and 13-year-olds streamed through with their parents to pick up their fall schedules and iPads. Ms. Bautista, a county public health nurse, wore a T-shirt that said “Vaccinated. Thanks, Public Health” and offered vaccines against ailments like tetanus and meningitis, while broaching the subject of Covid shots gently — and last.

By day’s end, she had 11 takers. “If they’re a no, we won’t push it,” she said.

Vaccination rates among middle and high school students need to rise drastically if the United States is going to achieve what are arguably the two most important goals in addressing the pandemic in the country right now: curbing the spread of the highly infectious Delta variant and safely reopening schools. President Biden told school districts to hold vaccination clinics, but that is putting superintendents and principals — many of whom are already at the center of furious local battles over masking — in a delicate position.

The Pfizer-BioNTech vaccine is authorized for people 12 and older, but administering it to anyone younger than 18 usually requires parental consent, and getting shots into the arms of teenagers has proved harder than vaccinating adults. Only 33 percent of 12- to 15-year-olds and 43 percent of 16- and 17-year-olds are fully vaccinated, according to federal data, compared with 62 percent of adults. Yet some school districts offering the shots, along with pediatrics practices, appear to be making progress: Over the past month, the average daily number of 12- to 15-year-olds being vaccinated rose 75 percent, according to Biden administration officials.

As the school year begins, many superintendents do not know how many of their students are vaccinated against Covid-19; because it is not required, they do not ask.

It is no surprise that nurses like Ms. Bautista are circumspect in their approach. In Tennessee, the state’s top immunization leader, Dr. Michelle Fiscus, said she was fired last month after she distributed a memo that suggested some teenagers might be eligible for vaccinations without their parents’ consent.

In Detroit, where county health officials have been running school-based clinics all summer, nurses discovered “strong hesitancy” when they made more than 10,000 calls to parents of students 12 and older to ask whether their children would get the shots and answer questions about them, said the deputy superintendent, Alycia Meriweather. More than half said no.

In Georgia, Savannah-Chatham County Public Schools held their back-to-school clinic at the mall — a “neutral location,” said M. Ann Levett, the superintendent. She is also planning school-based clinics, she said, despite some political pushback and “Facebook chatter” accusing her of “pushing the vaccine on kids.”

Ms. Levett said she was deeply concerned about whether she would be able to keep schools open.

“This is only the second day of school, and already we have positive cases among children,” she said in a recent interview. Her district has a mask mandate, but with 37,000 students, “I just introduced 37,000 more opportunities for the numbers to rise.”

In Laramie County, the center of the Delta surge in Wyoming, the Health Department proposed back-to-school clinics to Janet Farmer, the head nurse in the larger of the county’s two school districts. Ms. Farmer knew she would have to tread carefully. The flier she drafted for parents of students at the county’s three middle schools made little mention of Covid-19.

“Vaccines — NOT Mandatory,” it declared.

Nationally, more children are hospitalized with Covid-19 — an average of 276 each day — than at any other point in the pandemic. In Laramie County, Dr. Andrew B. Rose, a pediatrician at the Cheyenne Children’s Clinic and the president of Wyoming’s chapter of the American Academy of Pediatrics, said two newborns — one a few days old, the other younger than two weeks — were recently admitted to the hospital with Covid-19 symptoms after their parents tested positive.

Wyoming, a heavily Republican state where nearly 70 percent of voters cast their ballots for former President Donald J. Trump in 2020, has one of the nation’s lowest vaccination rates, with about a third of its population fully vaccinated. Laramie County has about 100,000 people and Cheyenne, the state capital, which bills itself as “home to all things Western” including “rodeos, ranches, gunslingers” and eight-foot-tall cowboy boots.

At Casey Junior High, few children or adults wore masks at the recent clinic, despite a sign on the door saying they were “strongly recommended.” Parents seemed to have visceral reactions; they were either enthusiastic about the Covid shot or adamantly against it. Those who were wavering were few and far between, and not easy to persuade.

A nurse in blue scrubs and her husband, a nuclear and missile operations officer at the nearby Air Force base, who declined to give their names, wandered past Ms. Bautista’s table with their 12-year-old son. Their daughter, 13, has cystic fibrosis and is vaccinated. But their son was reluctant. They chatted amiably with Ms. Bautista, but decided to wait.

Cheyenne Gower, 28, and her stepson Jaxson Fox, 12, both said they were leaning toward getting the shot after talking with their doctors. Ms. Gower, citing the Delta surge, said she would get vaccinated soon. Jaxson said he was “still thinking about it” after his pediatrician discussed the risk of heart inflammation, a very rare side effect seen in young boys ages 12 to 17.

“Put down that I’m more on the getting it side,” he instructed, eyeing a reporter’s notebook.

Although the vaccines were tested on tens of thousands of people and have been administered to nearly 200 million in the United States alone, many parents cited a lack of research in refusing. Aubrea Valencia, 29, a hair stylist, listened carefully as Ms. Bautista explained the reasons for the human papilloma virus and meningitis vaccines. Ms. Valencia agreed that her daughter should take both.

But when it came to the coronavirus vaccine, she drew the line. “The other two have been around longer,” she said, adding that she might feel “different about it if we had known someone who died” from the coronavirus.

Every once in a while, the nurses encountered a surprise, as when Kristen Simmons, 43, a professional dog handler, marched up with her son, Trent.

“He turned 12 on Monday, and so we want to get his Covid vaccine,” she declared. Ms. Bautista and the other nurses looked stunned.

“We tend to be more liberal,” Ms. Simmons later said — a statement that would have sounded odd in explaining a medical decision before the pandemic.

In the spring, when vaccines were limited to older Americans who were clamoring for them, officials including Dr. Anthony S. Fauci, the top U.S. infectious diseases expert, envisioned fall 2021 as the last mile of a campaign that could produce “herd immunity” by year’s end. Vaccinating children was crucial to that plan.

Now it is clear that will not happen. Children ages 11 and under are not yet eligible, but if and when the vaccine is authorized for them, experts expect it could be harder to persuade their parents than those of older children. A recent survey by the Kaiser Family Foundation found that parents of younger children were “generally more likely to be hesitant to vaccinating,” said Liz Hamel, who directed the research.

Understand the State of Vaccine and Mask Mandates in the U.S.

    • Mask rules. The Centers for Disease Control and Prevention in July recommended that all Americans, regardless of vaccination status, wear masks in indoor public places within areas experiencing outbreaks, a reversal of the guidance it offered in May. See where the C.D.C. guidance would apply, and where states have instituted their own mask policies. The battle over masks has become contentious in some states, with some local leaders defying state bans.
    • Vaccine rules . . . and businesses. Private companies are increasingly mandating coronavirus vaccines for employees, with varying approaches. Such mandates are legally allowed and have been upheld in court challenges.
    • College and universities. More than 400 colleges and universities are requiring students to be vaccinated against Covid-19. Almost all are in states that voted for President Biden.
    • Schools. On Aug. 11, California announced that it would require teachers and staff of both public and private schools to be vaccinated or face regular testing, the first state in the nation to do so. A survey released in August found that many American parents of school-age children are opposed to mandated vaccines for students, but were more supportive of mask mandates for students, teachers and staff members who do not have their shots.  
    • Hospitals and medical centers. Many hospitals and major health systems are requiring employees to get a Covid-19 vaccine, citing rising caseloads fueled by the Delta variant and stubbornly low vaccination rates in their communities, even within their work force.
    • New York. On Aug. 3, Mayor Bill de Blasio of New York announced that proof of vaccination would be required of workers and customers for indoor dining, gyms, performances and other indoor situations, becoming the first U.S. city to require vaccines for a broad range of activities. City hospital workers must also get a vaccine or be subjected to weekly testing. Similar rules are in place for New York State employees.
    • At the federal level. The Pentagon announced that it would seek to make coronavirus vaccinations mandatory for the country’s 1.3 million active-duty troops “no later” than the middle of September. President Biden announced that all civilian federal employees would have to be vaccinated against the coronavirus or submit to regular testing, social distancing, mask requirements and restrictions on most travel.

For school superintendents and public health officials who are intent on bringing students back to the classroom — and keeping them there — the low vaccination rates, coupled with the Delta surge, are worrisome.

Wyoming won national praise for keeping schools open all last year. Gov. Mark Gordon, who contracted Covid-19 last year and has encouraged people to get vaccinated, imposed a statewide mask mandate in December that he kept in place for schools even after he lifted it in March, which helped limit the spread of disease in classrooms. Despite the Delta surge and a recommendation from the C.D.C. for universal masking in schools, Mr. Gordon, a Republican, said this month that he would not impose another mandate and that he would leave it to each district to decide.

In Laramie County School District 1, which has about 14,000 students, including about 840 at Carey Junior High, the school board recently cut short its public meeting about masking when a man began ranting about another hot-button issue: critical race theory.

“Fifty percent of the calls here have been, ‘Please mask our kids,’ and 50 percent of the calls have been, ‘We’re not wearing masks,’” said Margaret Crespo, who left Boulder, Colo., about six weeks ago to become the new District 1 superintendent. “There’s no gray area.”

Dr. Crespo plans to make an announcement on masking on Friday, just before the school year starts on Monday.

Fights over the masking issue are even more divisive than the vaccination campaign, “and that is playing out in front of our eyes,” said Ray Hart, the executive director of the Council of the Great City Schools, which represents the country’s largest urban school districts.

“Everywhere I go this summer, that’s part of the message: Let’s get vaccinated,” said Allen Pratt, the executive director of the National Rural Education Association. But “because it’s government, you’ve got a line in the sand where people don’t trust you, and you’ve got to be understanding.”

White House officials have also been encouraging pediatricians to incorporate coronavirus vaccination into back-to-school sports physicals. Many districts are offering the shots during sports practice, with a reminder to athletes that if they are vaccinated, they will not have to quarantine and miss games if they are exposed to the coronavirus.

Laramie County District 1 offered coronavirus vaccines at mandatory clinics to educate high school student athletes about concussions; 32 students accepted shots, said Ms. Farmer, the nurse. The numbers were better at the junior high clinics; over two days at three schools with a total of about 2,400 students, more than 100 took their shots.

Ms. Farmer was satisfied.

“If it’s 100 people,” she said, “that’s 100 that didn’t have it yesterday.”

Biden Administration to Use Federal Civil Rights Workplace to Deter States From Faculty Masks Bans

The nation’s most vulnerable students, namely students with disabilities, low-income students and students of color, have suffered the deepest setbacks when districts pivoted to remote learning, and their disproportionate disengagement has long drawn concern from education leaders and civil rights watchdogs.

Under Section 504 of the Rehabilitation Act of 1973, students are entitled to a free, appropriate public education, known as FAPE, and Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color and national origin.

The department could initiate its own investigations into districts, if state policies and actions rise to potential violations of students’ civil rights. It could also review complaints from parents and advocates who make the case that prohibiting masks mandates is, in effect, a civil rights violation because it could deny a student their right to an education by putting them in harm’s way in school. Such investigations could result in resolution agreements, as many investigations by the office often do, and in the most extreme cases result in revocation of federal funding.

Dr. Cardona said conversations with parents of children with autism, respiratory illness or weak immune systems, “who rely on school for socialization and the important building blocks of learning,” had contributed to his sense of urgency.

“I’ve heard those parents, saying ‘Miguel, because of these policies, my child cannot access their school, I would be putting them in harm’s way,’” Dr. Cardona said. “And to me, that goes against a free appropriate public education. That goes against of the fundamental beliefs of educators across the country to protect their students and provide a well rounded education.”

The administration will also send letters to six states — Arizona, Iowa, Oklahoma, South Carolina, Tennessee and Utah — admonishing governors’ efforts to ban universal masking in schools.

Last week, Dr. Cardona sent similar letters to the governors of Texas and Florida, reminding them that districts had both the funding and the discretion to implement safety measures that the C.D.C. recommended for schools. The secretary also made clear that he supported district leaders who defied the governors’ orders.

The C.D.C. Points New College Steerage, With Emphasis on Full Reopening

In another shift, the C.D.C. made clear that masks could be optional for vaccinated people, in line with its recommendations for the general public.

Still, the agency said that schools may opt to require universal masking if local cases were rising, for example, or if a school could not determine how many of its students and staff members were vaccinated. And it urged schools to “be supportive of people who are fully vaccinated, but choose to continue to wear a mask.” In general, students and staff members did not need to be masked when outdoors, the agency said.

The C.D.C. also strongly urged schools to promote vaccination, which the guidance called “one of the most critical strategies to help schools safely resume full operations.” Studies suggest that vaccines remain effective against the Delta variant.

The country’s two major teachers’ unions, which have close relationships with the Biden administration, praised the guidance. Randi Weingarten, the president of the American Federation of Teachers, whose members in some cases fought the reopening of schools this past school year, said the recommendations are “grounded in both science and common sense.”

Still, both school and public health officials predicted challenges ahead.

Ms. Weingarten said the mask guidance posed a particular test, since classes with students 12 and older would most likely include a mix of vaccinated and unvaccinated students. Many officials in areas with low vaccination rates have already said they will not require masks in schools — and at least eight states have already banned such requirements.

Some parents who have advocated school reopening greeted the new guidelines with relief. Meredith Dodson, whose son is entering kindergarten this fall in San Francisco, organized a group of parents who spent the last school year fighting for the city to open its schools. The city finally allowed elementary school students to return in mid-April, but most middle and high school students were not able to do so at all.

“This is a huge step in the right direction,” Ms. Dodson said.

Many schools have already largely or entirely returned to in-person learning. By mid-spring, the vast majority of districts had allowed at least younger students to return to classrooms, although many, especially on the West Coast, only allowed them to attend part-time. Many families — especially Asian American, Black and Hispanic families — chose to keep their children learning remotely.

The agency recommends what is known as a “layered” approach, which suggests that schools combine multiple risk reduction strategies to reduce risk. (This was also known as the “Swiss Cheese Model”.)

In addition to masking, distancing, and vaccination, schools could introduce regular screening tests for the virus. Fully vaccinated students and staff do not need to participate in screening programs or quarantine if they have been in close contact with someone with Covid-19 unless they have symptoms as per guidelines.

The guidelines also highlight the importance of ventilation and encourage schools to bring more fresh air into the home by opening doors and windows or changing HVAC settings. “I’m pleased that ventilation is specifically mentioned as a stand-alone element,” said Joseph Allen, a healthy building expert at Harvard TH Chan School of Public Health. “We’ve been talking about it for 18 months now.”

At this stage of the pandemic, the agency said a number of overarching rules made no sense. Immunization rates vary tremendously across the country, and communities with low immunization coverage can experience significant outbreaks, especially as Delta spreads.

The Royal Ballet College Reunites Onstage

LONDON — When students at the Royal Ballet School scattered to their homes around the globe during the first British lockdown last spring, classes went virtual and, at first, proved quite tricky.

It was not just about time differences, with Chinese, Australian and Japanese students, among others, not keen to get up in the middle of the night to meet classmates on the virtual barre during the day in Europe.

Technical issues also arose as the recorded music that teachers played was out of sync. “When I would look at my screen, we’d be doing grand battement and our legs would be in different positions, and everyone was on totally different timings,” recalled Ava May Llewellyn, a 19-year-old British ballerina who has been at the school since she was 11. “And the teachers would always say: ‘Yeah, really good work. However, musicality wise, I don’t really know who is right.’”

But things improved.

By England’s second (October) and third (December to March 2021) lockdowns, teachers and students had reconfigured their digital settings, allowing them to work with a live accompanist, and living rooms, bedrooms, kitchens and back porches around the world had become makeshift dance studios.

Next week, the students’ hard work during hybrid training — they returned to in-person teaching in early March — will be on display at their annual summer performance on the main stage at the Royal Opera House. On Saturday, for the first time in two years, 88 of the 210 the dancers will be able to perform before a sold-out, socially distanced audience.

This year’s showcase, eagerly awaited because the pandemic canceled last year’s, includes classical as well as contemporary works like “Elite Syncopations,” which the choreographer Kenneth MacMillan created for the Royal Ballet in 1974.

Founded 95 years ago by the dancer and choreographer Ninette de Valois, the Royal Ballet School is the official training home of both the Royal Ballet, headquartered at the Royal Opera House, and the Birmingham Royal Ballet. Over the years, both ballet companies have drawn a majority of their dancers from the school’s graduates.

In an email, Kevin O’Hare, director of the Royal Ballet, called the showcase “a fantastic opportunity to witness some of the most exciting upcoming talent in dance today,” and Caroline Miller, chief executive of the Birmingham Royal Ballet, said the school’s “excellent classical training has developed what is now celebrated globally as ‘the English style.’”

Dancers who are 11 to 16 live at the lower school, on the outskirts of London; others, 16 to 19, are at the upper school, linked by a footbridge to the Royal Opera House in Covent Garden.

Each class year has about 30 students, almost evenly divided between boys and girls. By the time of the final show on July 10 — which this year will feature only the older students — the school will have put on 32 shows in various venues around London, mostly just for parents and school supporters.

Famous graduates of the school include Margot Fonteyn, Darcey Bussell, Marianela Nuñez and Sergei Polunin. “A lot of people really aspire to go there,” said Clark Eselgroth, 18, who went home to North Carolina during the first lockdown. “I grew up watching videos of the Royal Ballet performing, so I always thought that was my dream.”

Like a number of international students during lockdown, Mr. Eselgroth was not able to be in all the same classes as his year group or to have his regular teacher. “But I had other teachers that I may not have had as much, which was really great,” he said. “The more eyes on you for different things, the more hopefully you will grow.”

Ms. Llewellyn, too, found a bright side in isolation. “I definitely learned to be driven, self-motivated and able to correct myself more,” she said about working at a small barre in her bedroom at her parents’ house in Bristol. “In the studio at school, you are doing all these exciting pieces of rep” so there might not be time to think about working on “these tiny details.”

The teachers also found some fulfillment. Ricardo Cervera said that digital instruction was “unchartered territory for everybody,” but that there were surprising benefits. Not only were students forced to go back to basics — most did not have space at home for moves like jumping and pirouettes — but they also focused more on things like Pilates and strength training.

“By the time we got back to school, we could fly and move forward much faster,” said Mr. Cervera, a former first soloist with the Royal Ballet and an alumnus of the school. “All the basics — the turnout, the placement, all of their alignment — we had so much time to work on. And actually, as a result, I saw real progress in their technique, coming back really strong and confident about themselves in their own ability.”

He added that the school might incorporate some of the digital learning as a tool for reinforcing the basics of ballet.

While all the dancers were eager to get back into the studio, the school’s health care team stepped up to assess, with the teachers, how to ease the dancers back in without injuries and care for their mental health as well.

“It was a bit of a shock to begin with,” Ms. Llewelyn said of returning, “but you know, it does come back quickly.”

Mr. Eselgroth, who will be joining the youth company of the Finnish National Ballet in the autumn, said he had butterflies when the students recently started costume rehearsals for the showcase. “It was like, ‘Wow, this is why I do this,’” he said, “and this is such a source of happiness for all of us.”

Supreme Courtroom guidelines for Pennsylvania cheerleader in class free speech case

The Supreme Court ruled Wednesday that a Pennsylvania high school violated the First Amendment rights of a cheerleader by punishing her for using vulgar language criticized on social media by the school.

The 8-1 statement upheld the lower court rulings against Mahanoy Area High School’s decision to suspend then-student Brandi Levy from her junior cheerleading roster for a year via two Snapchat posts she sent off-school .

The judges had weighed whether a 1969 Supreme Court ruling that gave public schools the ability to regulate certain idioms was applicable to a case where the speech was off campus.

In its ruling on Wednesday, the Supreme Court said, “Courts must be more skeptical of a school’s efforts to regulate off-campus language as it may mean the student cannot make this type of speech at all.”

“The school itself has an interest in protecting a student’s unpopular expression, especially when the expression is off-campus,” because “America’s public schools are the kindergartens of democracy,” wrote Judge Stephen Breyer, who wrote the majority opinion.

Judge Clarence Thomas, who turned 73 on Wednesday, disagreed.

Levy said in a statement, “The school has gone too far and I’m glad the Supreme Court approves.”

“I was frustrated, I was 14 years old and I expressed my frustration the way teenagers do today. Young people need the ability to express themselves without worrying about being punished in school,” said Levy.

“I never imagined that a simple snap would turn into a Supreme Court case, but I’m proud that my family and I stood up for the rights of millions of public school students.”

Levy, whose name was abbreviated to “BL” in court records, did not make it into her school’s cheerleading team as a high school student in May 2017, but instead won a place on the junior college roster.

While at a Cocoa Hut convenience store, she posted two messages on Snapchat to vent her frustration at missing out on college and not getting the position she’d been on the softball team the school wanted.

“F — school f — softball f — cheer f — everything,” she wrote in the first snap, which showed a picture of Levy and a friend with their middle fingers raised.

The second picture had a caption that read, “Love, like me and [another student] I am told that we need a year jv before we go to college, but that is[t] doesn’t matter to others? “This post also featured an upside-down smiley face emoji.

The news was reported to the cheerleading coaches and principal at Mahanoy City School, who found they had broken the rules and suspended Levy from the squad for the coming year.

The Supreme Court’s opinion found that the 3rd District Court of Appeal had ruled in favor of Levy on the grounds that the 1969 decision – Tinker v. Des Moines Independent Community School District – “did not apply because schools did not have a special license to regulate student speaking off campus. “

But the Supreme Court on Wednesday disagreed with that view.

Instead, it noted that “Although public schools may have a particular interest in regulating some students’ off-campus speech, the particular interests offered by the school are insufficient to reflect BL’s interest in freedom of expression in this case overcome.”

Breyer wrote that there were three characteristics of the language of off-campus students that influenced a school’s ability to regulate it, as opposed to on-campus language.

The first characteristic, according to the court, is that a school is rarely “in loco parentis” – instead of the parents – when a student is off campus.

Its second characteristic is that schools have a “heavy burden” justifying off-campus language rules, otherwise they would be technically able to intervene in what a student is saying throughout the 24-hour day.

The third characteristic, wrote Breyer, is that schools, as “kindergartens of democracy”, should have an interest in protecting unpopular expressions of opinion, “especially when the expression of opinion takes place off-campus.”

David Cole, the American Civil Liberties Union legal director who campaigned in the Supreme Court on Levy’s case, said, “Protecting the freedom of young people to speak outside of school is vital, and this is a great victory for the freedom of speech Millions of students attending our country’s public schools. “

“The school has asked the court in this case to punish speech that it considers ‘disruptive’ regardless of where it occurs,” said Cole in a statement. “If the court had accepted this argument, it would have jeopardized all manner of speech by young people, including what they said about politics, school operations and general teenage frustrations.”

“The message of this judgment is clear – freedom of speech is for everyone, and that includes public school students,” said Cole.

But Thomas, in his solitary disagreement, wrote that “the majority fail to consider whether schools will often have more, not less, authority to discipline students who broadcast language on social media.”

Thomas explained that since language spoken on social media can be seen and shared on campus, “there is often a greater tendency to harm the school environment than face-to-face conversation off campus.”

He also wrote that the majority could not explain why they were breaking a previous rule that schools can regulate language off campus “as long as it tends to harm the school, its faculty or students, or its programs”.

The “basis” of majority decision-making is independent of anything stable, “wrote Thomas,” and courts (and schools) will almost certainly not know what exactly the opinion of the court means today. “

Robert Mueller to assist educate regulation college class on Trump-Russia probe

The notoriously tight-lipped former special counsel Robert Mueller will be opening up about his Russia probe to law school students in Virginia this fall.

The University of Virginia School of Law said Wednesday that Mueller will participate in a class on his investigation, which examined alleged ties between former President Donald Trump’s first presidential campaign and the Kremlin. The class will be taught by three other prosecutors who were on Mueller’s high-profile team.

The class, “The Mueller Report and the Role of the Special Counsel,” will be taught in person in Charlottesville over six sessions. Mueller himself will lead at least one class, according to the school.

In a short statement provided by the law school, Mueller said he was fortunate to be returning to the school where he earned his law degree in 1973.

“I look forward to engaging with the students this fall,” Mueller said. Mueller returned to private practice after his investigation and is a partner at the law firm WilmerHale.

The class will be taught by Aaron Zebley, the former deputy special counsel; Jim Quarles, Mueller’s former senior counsel; and Andrew Goldstein, the former senior assistant special counsel.

According to a news release provide by the law school, the class will “focus on a key set of decisions made during the special counsel’s investigation.”

“The course will start chronologically with the launch of the investigation, including Mueller’s appointment as special counsel. Other sessions will focus on navigating the relationship with the Justice Department and Congress, investigative actions relating to the White House and the importance of the Roger Stone prosecution,” the school said.

“The final sessions will focus on obstruction of justice, presidential accountability and the role of special counsel in that accountability,” the release added.

Mueller’s investigation began in 2017 and wrapped up in 2019, with the release of “The Mueller Report,” which became a bestseller.

In the report, the longtime former Federal Bureau of Investigation director concluded that there was insufficient evidence to conclude that the Trump campaign had colluded with the Russian government.

Mueller also outlined ten episodes that raised the possibility that Trump had obstructed justice, but declined to say definitively whether Trump had committed a crime, citing longstanding Justice Department policy against charging sitting presidents.

According to UVA, Zebley said the course will “use the extensive public record to explore why some paths were taken and not others.”

Former Obama advisor Seth Andrew in talks to resolve constitution college theft

Federal prosecutors and an attorney for former White House education advisor Seth Andrew are in initial talks over a possible removal of the criminal case accusing him of tearing down a network of charter schools he founded for $ 218,000 .

These discussions came to light just a month after Andrew was arrested on a New York City criminal complaint for wire fraud, money laundering, and misrepresentation against a financial institution.

However, one person familiar with these discussions, who had requested anonymity due to the nature of the conversations, said they were not referring to a possible plea deal, but rather giving Andrew’s new attorney time to update on the case.

Free for a $ 500,000 bond, 42-year-old Andrew is the founder of Democracy Prep Public Schools, which he left in 2013 to join then-President Barack Obama’s administration.

Prosecutors last month accused Andrew of looting a number of school escrow accounts on the Democracy Prep network in 2019.

Andrew then allegedly used most of the money to keep a minimum number of bank accounts, which in turn gave him a cheaper rate on the $ 1.776 million mortgage on the Manhattan residence he and his wife, the CBS news anchor, he owned Lana Zak, shares.

Thursday was the legal 30-day deadline within which Andrew will be charged in the case, either by grand jury indictment or by some other type of indictment known as informational. This is usually filed after a defendant has indicated willingness to plead guilty.

On Thursday, prosecutors asked Manhattan Federal Supreme Court judge Barbara Moses to extend the deadline on the case.

“The defense attorney and the government are discussing a possible disposition for this case and other matters,” US assistant attorney Ryan Finkel wrote in a trial.

“Therefore, the government is asking for a 30-day continuation until June 27, 2021 to continue the above discussions. The undersigned spoke personally with the defense attorney, who had expressly consented to this request.”

Moses granted the request for continuation in an order published on Friday.

An injunction in criminal proceedings usually relates to a confession of guilt, an acquittal in the process or, less often, the dismissal of charges by prosecutors.

It is common for prosecutors and defense lawyers to discuss a possible objection agreement, but such discussions do not always end in an agreement.

And the person familiar with the discussions in Andrew’s case said the postponement of the indictment was because his attorney, Edward Kim, was recently hired to represent him on the case, rather than due to taking the case immediately resolve through a plea.
