Eviction Moratorium Set to Lapse as Biden Assist Effort Falters

The elimination of the federal ban will be offset by other pro-tenant initiatives that still exist. Many states and towns, including New York and California, have extended their own moratoriums, which should mitigate some of the effects. In some places, judges aware of the potential for a wave of mass displacement have said they will handle cases more slowly and make greater use of eviction diversion programs.

On Friday, several government agencies, including the Federal Housing Finance Agency, as well as the Agriculture, Housing and Urban Development and Veterans Affairs departments, announced that they would extend their eviction moratoriums to September 30.

Nonetheless, there is potential for an onslaught of eviction requests starting next week – in addition to the 450,000+ eviction cases that have been filed in courts in major cities and states since the pandemic began in March 2020.

An estimated 11 million adult renters are considered seriously behind schedule, according to a survey by the Census Bureau, but no one knows how many tenants are at risk of eviction in the near future.

Bailey Bortolin, a tenant attorney who works for the Nevada Coalition of Legal Service Providers, said the absence of the moratorium would encourage many property owners to take their eviction backlog to court next week, which is what many renters receive eviction notice had caused them to simply vacate their apartments instead of arguing.

“I think what we will see on Monday is a drastic increase in eviction suits going out to the people and the vast majority will not go through the judicial process,” Ms. Bortolin said.

The moratorium was due to expire on June 30, but the White House and CDC, under pressure from tenant groups, extended the lockdown to July 31, hoping to use the time to accelerate the flow of rental assistance.

Biden Seeks to Revive Vaccine Effort With New Guidelines and Incentives

WASHINGTON — President Biden on Thursday sought to revive the nation’s stalled push to vaccinate Americans against the surging Delta variant of the coronavirus, announcing new requirements for federal workers to be vaccinated and urging local and state governments to offer $100 to anyone willing to get a shot voluntarily.

His announcement included only federal civilian employees, but hours later the Pentagon said members of the military would also be subject to the same rules: Get vaccinated or face regular testing, social distancing, mask wearing and limits on official travel.

Although those steps fall short of a mandate, Mr. Biden also ordered the Defense Department to move rapidly toward one for all members of the military, a step that would affect almost 1.5 million troops, many of whom have resisted taking a shot that is highly effective against a disease that has claimed the lives of more than 600,000 Americans.

The announcement marked the first time he has suggested that a mandate could come for active-duty members of the military before any of the three federally authorized vaccines receives full approval from the Food and Drug Administration.

In a speech from the East Room of the White House, Mr. Biden effectively conceded that the worst-in-a-century viral scourge he once thought was under control had come roaring back, threatening public health and the economic recovery that is central to the promise of his presidency.

But after months of trying to persuade and cajole, the president on Thursday cast the crisis as one that pits the vaccinated against the unvaccinated, and said those refusing to get a coronavirus shot should expect inconveniences as long as they decline a vaccine that protects them and others from illness and death.

“This is a pandemic of the unvaccinated,” Mr. Biden said, calling it an “American tragedy” and talking directly to the 90 million Americans who are eligible for a vaccine but have not gotten one. “People are dying and will die who don’t have to die. If you’re out there unvaccinated, you don’t have to die. Read the news.”

Mr. Biden said that federal workers who remained unvaccinated would have to submit to the extra inconveniences — essentially creating a two-tier system for the government’s more than four million employees and hundreds of thousands of private contractors who work at federal facilities around the world.

The president’s move stopped short of a vaccine mandate for federal workers. But the president said he hoped that by imposing new requirements on daily work life, more unvaccinated federal employees will choose to get a shot.

Mr. Biden said he was ordering agencies to find ways to ensure that all federal contractors — even those working for private businesses out of their own offices — could be required to be vaccinated as a condition of their work with the federal government. That could extend the president’s plan to millions more workers, including those in places where vaccination rates are stubbornly low.

“If you want to do business with the federal government, get your workers vaccinated,” the president said bluntly.

Mr. Biden urged companies and local governments to mimic his new vaccine requirements for federal employees, which he noted had the support of the U.S. Chamber of Commerce. The group said on Thursday that the president’s new rules were “prudent steps to protect public health.”

But the administration’s move quickly sparked consternation from some of the federal government’s largest unions representing teachers, police officers and postal workers, who called for negotiations on the subject.

“Forcing people to undertake a medical procedure is not the American way and is a clear civil rights violation no matter how proponents may seek to justify it,” Larry Cosme, the president of the Federal Law Enforcement Officers Association, said in a statement.

The president also announced that small and medium-size businesses would be reimbursed for providing paid leave so employees and their families could get vaccinated. He called on school districts to host a “pop-up vaccination clinic” to get children vaccinated before the start of school. And he urged private businesses, sport leagues and other institutions to get their employees vaccinated.

Appealing directly to Americans who are “unvaccinated, unbothered and unconvinced,” Mr. Biden asked them to recall the depths of the lockdowns during 2020 and to “really remember just how dark that winter was.”

“With incentives and mandates, we can make a huge difference and save a lot of lives,” he said.

Coronavirus vaccines are available to Americans ages 12 and older. But as of Thursday, just 57.7 percent of those eligible were fully vaccinated, according to data collected by the Centers for Disease Control and Prevention. The figure is much higher among the oldest Americans; nearly 80 percent of Americans 65 or older are fully vaccinated.

During his campaign against former President Donald J. Trump, Mr. Biden promised that he could vanquish the virus despite the polarized politics of the country he inherited. Just weeks ago, Mr. Biden hosted a Fourth of July party at the White House to declare “independence” from the virus. Now, he must reckon with rising caseloads and hospitalizations that are threatening a return to work and school in the fall.

Behind the scenes, Mr. Biden’s top public health officials have been deliberating for weeks, including in daily calls, about the best way to push more people to get vaccinated without prompting legal challenges or an anti-vaccine backlash.

A July 27 internal assessment for the senior leadership of the Department of Health and Human Services delivered the grim news about the trajectory of the pandemic: deaths up 45 percent from the previous week, hospitalizations up 46 percent and cases surging. “Since the lowest value observed on June 19, 2021, cases have increased 440 percent,” the assessment concluded.

Aides said the president hoped his solution could become a model for state and local governments and businesses around the country. But his announcement on Thursday lagged the efforts of many of those very institutions, which moved more quickly than the Biden administration to grapple with the issue.

Mayor Bill de Blasio of New York and Gov. Gavin Newsom of California both announced on Monday that they would require hundreds of thousands of government workers to get inoculations or face weekly testing. Gov. Andrew M. Cuomo of New York soon followed suit.

Numerous businesses — including Netflix, Saks Fifth Avenue, The Washington Post, Ascension Health, Lyft, Google and Morgan Stanley — all announced get-tough policies that require their workers to get shots as a condition of employment. Unvaccinated workers at MGM casinos will be tested regularly, at their own cost, and if they test positive they will be required to quarantine.

In a joint statement this week, dozens of medical groups, including the American Medical Association and the American Academy of Pediatrics, called for all health care and long-term care workers to be vaccinated. The Department of Veterans Affairs became the first federal agency to require many of its employees to get a shot. The Centers for Disease Control and Prevention revised its earlier stance and recommended that vaccinated people wear masks indoors in areas where rates of transmission are high.

“This is a very fluid situation,” said Dr. Richard E. Besser, the chief executive of the Robert Wood Johnson Foundation and a former acting director of the C.D.C. “There’s a lot of uncertainty and change.”

Few in Mr. Biden’s administration doubted that the president could force federal employees to take the vaccine as a condition of employment. But a heavy-handed mandate was more likely to backfire, most argued.

The solution Mr. Biden announced on Thursday is aimed at sidestepping accusations that the president is using the power of his office to force shots in people’s arms. Instead, officials hope the new workplace rules will make employees want to become vaccinated.

When it comes to the military, Mr. Biden signaled that he could take a tougher stance, placing the armed forces firmly at the center of an escalating debate over vaccine mandates.

As commander in chief, the president has the authority to order the troops to take an experimental vaccine — a move that would have a deep reach into areas of the country with low rates of vaccination. The bulk of federal workers live in the Washington region, including the Maryland and Virginia suburbs, where rates of vaccination are already high.

“I think it would have a much bigger impact in parts of the country that have low vaccination rates and also get into populations that have been reluctant and hopefully show them that getting a vaccine is not problematic,” said Dr. Ezekiel J. Emanuel, a bioethicist at the University of Pennsylvania who advised Mr. Biden during his transition.

Members of the military are regularly given vaccines, and unvaccinated service members are sometimes not allowed to deploy abroad and face other restrictions. But as a political matter, forcing vaccines on the military would be all but certain to set off a firestorm among Mr. Biden’s critics.

Many members of the military have been reluctant to take coronavirus vaccines. Dr. Besser said he was surprised the administration has not required them to do so sooner. Military leaders cannot require the shots because they are currently authorized on an emergency basis. Mr. Biden could order them, but has been reluctant to exercise that authority.

The White House was already taken aback, some military officials said, by the blowback to its door-to-door vaccine information campaign and has since treaded carefully on mandates, especially for troops.

Younger troops have been most hesitant to get the shot, calculating that their symptoms would be mild if they caught virus. But the Delta variant has been hitting younger patients, and with more force.

Dr. Besser said Mr. Biden’s move “makes sense,” adding, “It’s highly contagious, people in the military are in very close quarters with each other, and in terms of force readiness you wouldn’t want to see Covid ripping through unvaccinated soldiers.”

Senator Mitch McConnell of Kentucky, the Republican leader and a polio survivor, encouraged people to get the vaccine. With the virus on the rise in conservative swaths of the country, Mr. McConnell is among a handful of Republican leaders who are now explicitly calling for vaccination.

“Honestly, it never occurred to me we’d have difficulty getting people to take the vaccine,” he said.

Dr. Patrick Godbey, the president of the College of American Pathologists, which is advocating for greater use of Covid-19 testing, said even before Mr. Biden spoke that the events of this week had changed the discussion. His own medical institution, in Brunswick, Ga., has not yet required workers to get vaccinated, he said.

“People are now looking at it; they are evaluating it in their own institutions, and that’s an important step forward,” he said, adding, “It’s a real line in the sand when the federal government comes out and does it.”

Biden to unveil effort to slim racial wealth hole

WASHINGTON – President Joe Biden will on Tuesday announce new measures his administration is taking to narrow the racial wealth gap.

The announcement coincides with Biden’s trip to Tulsa, Oklahoma, to commemorate the 100th anniversary of the Tulsa massacre, one of the worst episodes of racial violence in US history.

Biden will announce an increase in the proportion of federal contracts for small, disadvantaged businesses; the repeal of two Trump-era housing rules; and the launch of an initiative to tackle inequality in housing valuation.

The measures represent “a step towards delivering on the ideals and promises of this nation regarding racial justice,” a White House official said Monday during a call to reporters.

On May 31, 1921, white racists attacked Tulsa’s Greenwood neighborhood, one of the then richest black communities in America. Countless blacks have been killed – estimates range from 55 to more than 300 – and 1,000 homes and businesses have been looted and set on fire in what remains one of the worst incidents of racial violence in American history.

In the century since the Tulsa massacre, black Americans have faced discrimination across the US economy, in housing, banking, and the workplace.

The average net wealth of white households is now roughly eight times the net worth of black households, a racial wealth gap that widened during the Covid pandemic.

Biden campaigned for the president as a pledge to address systemic racism and gaps in opportunity in all aspects of American life.

White House officials said the efforts, announced on Tuesday, are specifically aimed at expanding equity and access to two major wealth generators: home ownership and small business.

This is what Biden will announce:

  1. The creation of an inter-agency initiative to eradicate inequalities in the valuation of housing, led by Marcia Fudge, Minister for Housing and Urban Development. “Homes and black-majority neighborhoods are often valued tens of thousands of dollars less than comparable homes in similar white-majority communities,” the White House said. “These efforts will try to use the many levers available to the federal government very quickly to eradicate discrimination in the valuation and home purchase process.”
  2. The HUD will enact two rules of the Fair Housing Act that will reverse the efforts of the HUD during the Trump administration to weaken the protections afforded by the law. “In both cases, the HUD is returning to traditional interpretations of the Fair Housing Act,” the White House said on Monday. The new rules are intended to “pave the way for HUD to enforce the Fair Housing Act more vigorously,” it said.
  3. The administration will announce the goal of increasing the proportion of federal contracts to small, disadvantaged companies by 50% over the next five years. Currently, about 10% of federal contracts go to SDBs annually, totaling about $ 50 billion. A 50% increase by 2026 would mean an additional $ 100 billion in federal contracts will be awarded to SDBs over that five-year period, officials said.

Remarkably, however, Biden’s announcement lacks concrete action on two issues that are at the heart of the debate about how to advance racial justice in the US economy: student loan waivers and redress for slavery.

As a candidate, Biden pledged to use federal powers to cancel thousands of dollars in debt for every student in America. So far, however, his government has not presented a plan or a timetable for implementing the debt relief.

Some economists estimate that student loan debt accounts for up to a quarter of the racial wealth gap between blacks and whites aged 30-35.

Nor did Biden say whether he would support a bill in Congress to provide financial reparations to the descendants of slaves. Instead, the White House says Biden is in favor of the idea of ​​a commission examining the possibility of redress.

During his speech in Tulsa, Biden will outline several ways his signed $ 2 trillion infrastructure proposal, the American Jobs Plan, could help fill the racial wealth gap.

This includes a new neighborhood home tax credit, which offers a tax credit to investors renovating homes in low-income and derelict areas, where property remediation often costs more than it can sell.

Another move that could help narrow the gap is a $ 15 billion fund for a neighborhood reconnection program that would provide grants to upgrade or redesign highways that run through the middle of downtown areas US cities lead.

But these initiatives are still in the planning phase. The American employment plan has yet to be legislated by Congress, let alone passed into law. And with only one seat in the Senate, Democrats have few opportunities to pass laws without a Republican vote.

The White House has spent the past three weeks negotiating with a group of Republicans in the Senate to work out a bipartisan infrastructure bill that could be passed by majority in both houses.

But those talks have stalled and Biden has come under increasing pressure over the past week to give them up.

Democrats are increasingly focused on pushing the president’s domestic agenda through a budget vote bill, a complex legislative maneuver that requires only 51 votes in the Senate.

Amazon Employees Defeat Union Effort in Alabama

Amazon fought back the most significant labor dispute in its history on Friday when a tally showed that workers at its huge Alabama warehouse had voted firmly against the formation of a union.

Workers cast 1,798 votes against a union, which gave Amazon enough to forcefully thwart efforts. According to federal officials, the vote for a union was 738, less than 30 percent of the vote.

The one-sided outcome at the 6,000-person warehouse in Bessemer, Alabama dealt a heavy blow to work organizers, Democrats and their allies at a time when conditions were ripe for unions to move forward.

Amazon, which has repeatedly suppressed labor activism, appeared to be vulnerable as it faced increasing scrutiny of its market power and influence in Washington and around the world. President Biden signaled support for the union effort, as did Senator Bernie Sanders, the independent Vermonter. The pandemic, which caused millions of people to shop online, also shed light on the plight of key workers and raised questions about Amazon’s ability to protect these employees.

However, in an aggressive campaign, the company argued that its workers had access to rewarding jobs without having to involve a union. The win leaves Amazon the freedom to treat employees on its own terms as it went on a hiring frenzy and expanded its workforce to more than 1.3 million people.

Margaret O’Mara, a professor at the University of Washington who studies the history of tech companies, said Amazon’s message of offering good jobs with good wages won over criticism from the union and its supporters. The result, she said, “reads as a justification.”

She added that while the elections were just a warehouse, they had attracted so much attention that they had become a “brawl.” Amazon’s victory likely led organized workers to think “maybe it is not worth trying other places,” Ms. O’Mara said.

The retail, wholesale and department stores union that spearheaded the campaign blamed Amazon’s anti-union tactics before and during the vote, which ran from early February to late last month. The union said it would question the election results and call on federal labor officials to investigate Amazon in an attempt to create “an atmosphere of confusion, coercion and / or fear of reprisal”.

“Our system is broken,” said Stuart Appelbaum, the union’s president. “Amazon took full advantage of that.”

Amazon said in a statement that “the union will say that Amazon won this election because we intimidated employees, but that is not true.” It added, “Amazon did not win – our employees made the decision to vote against joining a union.”

About 50 percent of the 5,805 eligible voters in the camp cast ballots in the elections. A majority of 1,521 votes was required to win. About 500 ballot papers were mostly contested by Amazon, the union said. These ballot papers were not counted.

William and Lavonette Stokes, who started working at the Bessemer camp in July, said the union had not convinced them how to improve their working conditions. Amazon already offers good performance, relatively high pay starting at $ 15 an hour, and opportunities for advancement, said the couple, who have five children.

“Amazon is the only job I know of where they pay for your health insurance from day one,” said Ms. Stokes, 52. She added that she was put off by how organizers tried to view the union action as an extension of the Black Lives Matter movement as most of the workers are black.

“This wasn’t an African American problem,” said Ms. Stokes, who is black. “I think you can work there comfortably without being bothered.”

The vote could lead to a rethinking of strategy within the labor movement.

For years, union organizers have tried to use growing concerns about low-wage workers to break into Amazon. The retail, wholesale and department store unions had addressed critical issues related to supporting key black workers in the pandemic. The union had estimated that 85 percent of the workers in the Bessemer camp were black.

The inability to organize the warehouse also follows decades of unsuccessful and costly attempts to form unions at Walmart, the only American company that employs more people than Amazon. The repeated failures in two large companies could lead labor organizers to focus more on supporting national policies, such as a higher federal minimum wage, than on unionizing individual jobs.

The Amazon warehouse on the outskirts of Birmingham opened a year ago when the pandemic hit. It was part of a significant expansion for the company that accelerated during the pandemic. Last year, Amazon grew by more than 400,000 employees in the US, which now employs almost a million people. Warehouse workers typically assemble and package orders for items for customers.

The union efforts came together quickly, especially for someone aiming at such a big goal. A small group of workers in the Bessemer building reached out to the local retail union branch last summer. They were frustrated with the way Amazon was constantly using technology to monitor every second of their work day and felt that their managers were unwilling to listen to their complaints.

Organizers had at least 2,000 workers sign cards saying they wanted an election, enough for the National Labor Relations Board, which conducts union elections, to approve a vote.

The election was carried out by mail, a concession to the pandemic. Instead of holding elections for just a few days, workers had more than a month to fill out and send in their March 29 ballot papers.

Amazon’s public campaign focused on the company’s accomplishments and the $ 15 minimum wage, which is double the Alabama minimum wage. Internally, it was stressed that workers do not have to pay for union membership to have a good job. The company’s slogan – “Do it for free” – was conveyed to employees in text messages, mandatory meetings, and signs in toilet cubicles.

The union had complained that these tactics showed how companies like Amazon can have an advantage in holding mandatory anti-union meetings and having access to workers in the warehouse to convince them to vote no. In 2018, the union also tried and failed to gain a foothold in an Amazon warehouse on Staten Island.

Ms. O’Mara said complaints about the union about job stability and safety made it difficult for workers to organize. This is because the impermanence of warehouse jobs “counteracts solidarity and willingness to invest in this employer and this job,” she said.

Many union leaders said union formation at Amazon was critical to reversing the long-term decline in union membership, which fell from the upper teens to just over 6 percent of the private sector in the early 1980s.

They argued that Amazon had power over millions of workers in the industries in which it operated. The dominance of the company has forced its competitors to adopt their work practices, where efficiency is paramount.

“Amazon is changing the industry one by one,” said Appelbaum, president of the retail workers’ union, in an interview in 2019. “Amazon’s vision of the world is not the vision we want or can tolerate.” He has often referred to efforts to unify Amazon as a struggle for the “future of work”.

Some union leaders said the campaign in Bessemer would advance work goals, even if it ended in loss.

The election generated “a lot of coverage and discussion, and people in this country are hearing that unions are the solution,” said Sara Nelson, president of the Association of Flight Attendants. “We were able to have a real discussion about what the union is actually doing.”

Virus Circumstances Delay Effort to Deliver Indoor Dance Again to New York

It was one of the most famous experiments to bring indoor live performances back to New York City.

The Park Avenue Armory decided to use the cavernous, flexible space of their 55,000 square foot drilling hall to hold a short season called the Social Distance Hall. It received permission from state health officials to re-invite an extremely limited audience and planned to do all rapid tests for the coronavirus. To kick off, one of the great choreographers of the day, Bill T. Jones, turned to “Afterwardsness,” a new piece that explores the coronavirus pandemic and violence against blacks.

However, the highly anticipated performances, due to begin Wednesday for a sold out seven-day run, had to be postponed after several members of the Bill T. Jones / Arnie Zane Company, Rebecca Robertson, tested positive for the virus, president and executive producer of the Armory said on Saturday in an email to ticket holders.

“The artists concerned are, thank goodness, comfortable,” wrote Robertson.

“While this is very disappointing to the artists, the armory and our audiences, this shift is a necessary part of the process of collectively returning to personal appearances in a responsible and safe manner,” she added.

Kyle Maude, director of production for the Bill T. Jones / Arnie Zane Company, said three members of the company who had received a rapid antigen test tested positive on Thursday and that those results were later confirmed when they became more reliable in PCR -Test for which the results came back on Saturday.

The scheduled opening in March had brought the Armory ahead of the April 2nd opening date announced by Governor Andrew M. Cuomo for reduced-capacity performances in New York, but state officials had agreed to the early opening. Robertson told the New York Times earlier this month that the decision was made in part because the armory had tested its security procedures back in October when Afterwardsness was filmed in front of a live audience of volunteers in their drill hall.

The armory, whose spacious drilling hall holds a huge volume of air, seemed an ideal place to experiment with indoor performance. The plan was to limit the audience to 100, which is only about 10 percent of the capacity of the hall, and to accommodate people at a distance of at least two meters. A number of precautionary measures are in place for the spring season, including masks, quick on-site tests for all spectators, electronic ticketing and temperature checks.

The armory announced that all ticket holders for “Afterwardsness” would be reimbursed and that they would have early access to book tickets for the newly planned performances when dates are announced.

“Afterwardsness” should be “Social! the Social Distance Dance Club ”, conceived by the choreographer Steven Hoggett, the set designer Christine Jones and the musician David Byrne. Dates for this will be announced shortly, said the armory.

U.S., EU to droop tariffs in effort to resolve Boeing-Airbus subsidy dispute

The US and the European Union will suspend tariffs for four months in a long-standing dispute over illegal subsidies for Boeing and Airbus, the President of the European Commission said on Friday.

The deal is a step towards resolving the 17-year-old dispute that has resulted in retaliatory tariffs on billions in goods covering a range of exports from both sides of the Atlantic. It comes a day after the US and UK also agreed a four-month hiatus on tariffs linked to the dispute.

European Commission President Ursula von der Leyen said she spoke to US President Joe Biden about the issue on Friday.

The move would remove tariffs on goods imported from the European Union worth $ 7.5 billion, including airplanes, cheese and wine, and tariffs on EU imports of US airplanes, tractors, vodka and rum, and tobacco Interrupt worth $ 4 billion.

UK man makes last-ditch effort to get better misplaced bitcoin onerous drive

LONDON – A British man who accidentally threw away a hard drive containing a lot of Bitcoin, again urges local city officials to have him look for it in a landfill.

James Howells, a 35-year-old IT engineer from Newport, Wales, said he threw the device away when he cleared his house in 2013. He claims he has two identical laptop hard drives and wrongly needed the one with the cryptographic “private key” to access his bitcoins and spend them in the trash.

After all these years, Howells is still confident that he can get the bitcoin back. Although the outer part of the hard drive could be damaged and rusted, he believes the hard drive inside could still be intact.

“There’s a good chance the disk in the drive is still intact,” he told CNBC. “Data recovery experts could then rebuild the drive or read the data directly from the platter.”

Howells says he has 7,500 bitcoins, which at today’s prices would be worth more than $ 280 million. He says the only way to get it back is by using the hard drive that he threw in the trash eight years ago.

But he needs permission from his local council to search a dump that he believes contains the lost hardware. The landfill is not open to the public and entering it is considered a criminal offense.

Howells has offered to donate 25% of the shipment, valued at around $ 70.8 million, to a Covid Relief Fund for his hometown if he can dig up the hard drive. He has also promised to fund the excavation project with the support of an undisclosed hedge fund.

However, Newport City Council has so far denied its search requests, citing environmental and financial concerns. And it doesn’t seem like local officials will budge anytime soon.

“As far as I know, they have already turned down the offer,” Howells said. “Without even hearing our plan of action or having the opportunity to present our mitigation of their environmental concerns, it’s just a resounding no every time.”

A spokesman for the council told CNBC that it had “been contacted several times since 2013 to investigate the possibility of retrieving a piece of IT hardware believed to contain bitcoins.” The first time “several months” after Howells first discovered the drive was gone.
