Local weather change might convey again wind as the ability supply for ocean ships

The shipping industry accounts for nearly 3% of the world’s total greenhouse gas emissions, producing as much manmade carbon dioxide as all the coal-fired power plants in the US combined. Still, it’s a relatively small output within the overall transportation sector, which is responsible for 37% of annual global greenhouse gases.

Yet as international trade continues to grow and heavily rely on oceangoing vessels to move cargo — they currently carry more than 80% of it — some scientists warn that by 2050 shipping could account for 17% of greenhouse gases.

That’s why, after years of lackluster efforts to decarbonize, the industry’s regulatory body is getting on board. In 2018, the International Maritime Organization, or IMO, a London-based United Nations agency comprising 175 member countries — many with delegates directly tied to businesses resistant to curbing emissions — adopted a strategy to reduce greenhouse gases by 50% by 2050 compared to the 2008 levels.

Critics say that goal is too little and too late, insisting the IMO reset its target to 100% decarbonization by mid-century, or preferably sooner.

“The IMO has been rather late to the party, in terms of developing climate measures and coming up with a strategy,” said Lucy Gilliam, shipping policy officer at Seas at Risk and a board member of the Clean Shipping Coalition, both environmental NGOs. She cited the fact that international shipping is not included in the Paris climate accord. Plus, a recent study found that only 33 out of the 94 largest shipping companies have a clearly expressed policy to achieve net-zero emissions by 2050 and/or have committed to the IMO’s goal.

The simplest green shipping solution

Nonetheless, the private sector is undertaking some initiatives to lessen its climate impact. The simplest solution would be for ships to simply slow down, thus using less carbon-emitting fuel. Shipbuilders are also experimenting with hulls coated with air bubbles to reduce drag, as well as sleeker bows, more efficient engines, propellers and thrusters, and AI-assisted navigation systems.

Meanwhile, the industry is beginning to establish green corridors, or specific shipping routes and ports that support zero-emission solutions and policies. The financial world is joining the decarbonization movement as well, with 29 institutions signing onto the Poseidon Principles, an agreement to consider efforts to cut greenhouse gas emissions when lending to shipping companies. The signatories represent more than $185 billion in loans to international shipping — nearly half of the global ship finance portfolio.

But with a global supply chain designed for speedy deliveries, the big breakthrough bets are being made on the development of low-emission or zero-emission fuels — including green methanol, hydrogen, liquid natural gas (LNG) and ammonia — to reduce or replace the molasses-thick, noxious bunker fuel that feeds most ships’ massive diesel engines.

These efforts include electric propulsion, several wind-power technologies and nuclear energy, which has driven naval vessels since the mid-1950s and is getting some attention as it generates zero emissions, though safety and security concerns are major impediments.

Here’s an overview of the biggest bets being placed on low-carbon and no-carbon breakthroughs in ocean shipping.

Green methanol

Denmark’s AP Moller-Maersk, which moves 17% of the world’s shipping containers, has 13 ships on order from South Korea’s Hyundai Heavy Industries that run on green methanol. The first, a small vessel with a capacity to carry 2,000 containers (the largest such ships transport 24,000 containers) will launch next year and operate in the Baltics and northern Europe, said Lee Kindberg, Maersk’s head of environment and sustainability in North America.

“Beginning in 2024, every quarter we are going to launch two 16,000 TEU vessels that will operate on transpacific routes,” she said, using the logistics acronym for twenty-foot equivalent unit, the standard measurement of 20-foot-long containers. “Our current commitment is to go to net-zero carbon shipping by 2040.”

Most of the methanol produced today is derived from fossil fuels, but Maersk, CMA CGM and other leading shipping companies are testing two different green, carbon-neutral versions. One is made from solid and liquid biomass extracted from agricultural and forest residues and farming and poultry waste. The other is e-methanol, made by combining CO2 with hydrogen produced from water using renewable electricity. Both are liquids that can be safely stored in non-pressurized tanks at ambient temperatures. Although more expensive than bunker fuel and in limited supply, green methanol can be mixed with bunker in dual-fuel engines to effectively lower carbon emissions.

Liquid hydrogen is another fuel option, often touted because it produces almost no carbon emissions when combusted. Yet about 95% of hydrogen is produced by reforming natural gas or other fossil fuels. It can be made renewably, however, by splitting water using energy from solar, wind, nuclear and hydro power. Green hydrogen can be used in a ship’s internal combustion engine or in fuel cells that generate emission-free electricity. And it may become a cheaper and more attractive alternative due to production tax credits included in the Inflation Reduction Act.

The Washington, DC-based International Council on Clean Transportation conducted a study in 2020 on the potential of using renewable hydrogen fuel cells to power container ships servicing the busy corridor between China and the San Pedro Bay near Los Angeles. “Without making any other changes to the vessels, around 43% of the voyages made in 2015 could be made with that technology,” said Xiaoli Mao, a senior marine researcher at the nonprofit organization. “And with minor adjustments to ship design or adding one more refueling stop, 99% could be realized.”

LNG as an alternative fuel source

LNG tops the list of alternative fuels currently used in commercial ships, including some large container vessels, according to Clarksons Research, a shipping analytics firm based in London. Although less than 5% of the current cargo fleet of around 55,000 ships can run on lower-emission fuels, 38% of new builds will have the option, up from 28% a year ago and 12% five years ago. LNG will power nearly a third (741) of those new vessels, while 24 will run on methanol and six on hydrogen.

The knock on LNG for shipping is it’s still a fossil fuel that emits methane and requires considerable capital investment for retrofitting existing engines and fuel tanks. What’s more, it would extend the use of carbon-based fuels for at least another 20 years, which is a typical lifespan for large ships.

Green ammonia

Ammonia is garnering attention, too. It’s in abundant supply and can be used in dual-fuel engines and fuel cells. As with hydrogen, most ammonia is derived from fossil fuels and its production releases considerable CO2, although it is made environmentally friendly by combining green hydrogen with nitrogen from the air. Safety is the biggest concern, because ammonia is dangerously toxic to humans and marine life, which could dissuade ports from storing it.

Last December, LMG Marin, a subsidiary of Singapore’s Sembcorp Marine, agreed to design what it describes as the first green ammonia-fueled tanker for a unit of Norway’s Grieg Maritime Group. Planned for launch in 2024, the MS Green Ammonia will, appropriately, transport green ammonia.

On a larger scale, in June, Mitsubishi Shipbuilding, part of Mitsubishi Heavy Industries, announced the completion of the conceptual design of a very large gas carrier (VLGC) initially powered by liquefied petroleum gas (LPG), but adaptable for future use of ammonia as the main fuel. The Tokyo-based shipbuilder previously built more than 80 VLGCs, and the new design will allow retrofitting of those vessels to run on ammonia.

Electric robo ships

Mitsubishi’s designers are also pioneering electric-powered ships with a vessel called Roboship, which will be built by Honda Heavy Industries and launched next year. The 550-ton ship will replace a conventional diesel engine with a hybrid-electric system, including storage batteries, propellers, motors, switchboards and generators. The digital platform used to control the electric propulsion equipment was developed by e5 Lab, a Tokyo startup promoting electric propulsion and digitization of ships.

e5 is collaborating with another Japanese shipbuilder, Asahi Tanker, to build a pair of all-electric, zero-emissions tankers, powered by large-capacity lithium-ion batteries. The workload of the bunker vessels’ crews will be lightened with automated equipment and digital tools. The first model delivered marine fuel to ships in Tokyo Bay in April, with the second scheduled to begin operating next year.

As with electric cars, travel range and battery charging are issues with e-ships, so they’re being designed for short, local voyages. Electrified ferries, pilot boats and cruise ships are showing up in ports and harbors in Japan, Sweden and Denmark.

The Yara Birkeland, billed as the first fully electric and autonomous container vessel, began transporting small loads of fertilizer in Norway last spring. During its initial two years, the ship will operate with a full crew while gradually transitioning toward full autonomy, including unmanned navigation, loading, unloading and mooring. Electrifying larger TEU-capacity container ships capable of traversing longer regional routes would require lower-cost battery storage and expanding on-shore charging infrastructure.

The return of wind-powered cargo ships

The Flettner rotor system used by shipping industry wind power company Anemoia, was invented by German engineer Anton Flettner in the 1920s. It features smokestack-like cylinders mounted on a ship’s deck that rotate rapidly with the wind, generating thrust.

Of course, the earliest cargo ships sailed the seas solely under wind power, a concept being modernized today.

“There are currently 20 large vessels under some wind-assisted technology,” said Gavin Allwright, secretary for the London-based International Windship Association. They include tankers, bulk carriers and vehicle transporters, he said, which have enough deck space to accommodate different systems.

The front runner, Allwright said, is the Flettner rotor system, a concept invented by Anton Flettner in the 1920s. It features tall, smokestack-like cylinders, mounted on a ship’s deck, that rotate rapidly with the wind and thrust the vessel forward. Among recent applications, the Australian mining company BHP is partnering with Pan Pacific Copper and Nippon Marine to test a rotor sail system aboard a bulk carrier.

Cargill, the food and agriculture behemoth that charters more than 600 dry bulk carriers, is set to test a ship outfitted with WindWings, solid sails designed by BAR Technologies. “Through this partnership we will bring bespoke wind solutions to customers who are actively seeking to reduce CO2 emissions from their supply chain,” said Jan Dieleman, president of Cargill’s Ocean Transportation business. The company reportedly plans to charter at least 20 new wind-assisted ships in the coming years.

The wind-assist technology, Airseas claims, can reduce fuel consumption by an average of 20%. Another French company, Michelin, is testing its inflatable, retractable, automated wing sail mobility prototype on a ferry running between the UK and Spain.

Despite its embrace of these various decarbonization projects, the maritime industry will have a tough time weaning itself off fossil fuels. Indeed, Saudi Arabia, the world’s largest oil exporter, is financing some of the IMO’s green shipping efforts. But as Amazon, Ikea, Unilever and other major movers of cargo seek ways to meet their net-zero goals, shipping is a prime target.

“If they want to reduce their emissions,” said Maersk’s Kindberg, “they need us to reduce ours.”

Senate Democrats Start $3.5 Trillion Push for ‘Large, Daring’ Social Change

In a memo, senior lawmakers also indicated that they plan to adjust the cap on how much taxpayers can deduct in state and local taxes, a provision that Mr. Biden did not originally include in his proposals, but one that remains a key priority for a number of lawmakers in high-tax states, particularly New York, New Jersey and California. (It will likely be a partial repeal, according to an aide familiar with the ongoing discussions.)

With an ongoing effort to get countries, including the United States, to adopt a global minimum tax of at least 15 percent, Democrats also hope to make significant changes to the international tax system to reduce incentives for companies to move their profits and operations abroad to tax havens. Lawmakers and aides have been discussing doubling the U.S. tax on foreign income to 21 percent.

After Republicans rejected beefing up the I.R.S.’s tax enforcement abilities as part of the bipartisan infrastructure package, Democrats are also likely to substantially bolster the tax collection agency’s staff and enforcement resources to help narrow the gap between what the federal government is owed in taxes and what it actually collects, which has reached an estimated $1 trillion per year.

Notably, Democrats declined to address the approaching statutory limit on the federal government’s ability to finance the country’s debt in the budget blueprint. It is a risky decision, given that Senator Mitch McConnell of Kentucky, the Republican leader, has said Republicans will not vote to raise the borrowing limit. A failure to raise the limit could prompt a default on the nation’s debt and a global economic crisis.

Democrats would like to use separate, bipartisan legislation to raise or suspend the debt limit, a strategic decision made in part because of the budget rules. Janet L. Yellen, the Treasury secretary, endorsed that approach in a statement on Monday, after employing “extraordinary measures” earlier this month to delay the official deadline to extend the Treasury’s borrowing authority.

But Republicans have warned that on the brink of being cut out of both the $1.9 trillion pandemic bill and the $3.5 trillion package, they have little will to address the debt ceiling, which allows the government to pay debts already incurred. Their debt ceiling threat is potent in a chamber that normally requires at least 10 votes from their side to advance legislation.

“Democrats want Republicans to help them raise the debt limit so they can keep spending historic sums of money with zero Republican input and zero Republican votes,” Mr. McConnell said. He added, “If they want 50 lock-step Democratic votes to spend trillions and trillions more, they can find 50 Democratic votes to finance it.”

Air-con and local weather change: Begin-ups making an attempt to assist

This June was the hottest in American history. The 116-degree heat melted power cables in Portland, Oregon, and smashed previous temperature records. Seattle recorded an all-time high of 108 degrees, as did the Canadian province of British Columbia, at a whopping 121 degrees.

As the world warms, more people are installing air conditioning. Global energy demand for cooling has more than tripled since 1990 and could more than double between now and 2040 without stricter efficiency standards.

But air conditioning itself is a major contributor to global warming. Altogether, building operations that include heating, cooling and lighting account for 28% of the world’s total greenhouse gas emissions. That’s more than the entire global transportation sector.

But SkyCool, Gradient and a number of other companies are working on the problem. They’re trying to apply new technologies to the traditionally inflexible heating and cooling industry, finance the upfront costs, communicate the value to property owners and make sure it’s all done equitably.

How Senate Democrats’ $3.5 trillion funds tackles local weather change

President Joe Biden and Senate Democrats have vowed to push forward a $3.5 trillion budget resolution framework that would fund a clean energy transition and policies to combat climate change.

The blueprint, which contains nearly all the elements of the president’s American Families Plan — including funding for child care, paid leave and education — comes after Biden’s climate proposals were slashed from the bipartisan infrastructure deal during negotiations with Senate Republicans.

The plan involves tax incentives for clean energy and electric vehicles, as well as major investments to transition the economy away from fossil fuels and toward renewable sources such as wind and solar power.

The resolution also proposes a clean energy standard, a mandate that would require a portion of U.S. electricity to come from renewables.

Such a mandate has received widespread support from environmental activists and scientists, who say it’s critical to meet the president’s commitment to slash carbon emissions in half over the next decade and put the U.S. on track to become carbon neutral by 2050.

Democrats are looking to pass the bill later this summer on a party-line vote. If the budget resolution is signed into law, it would be the biggest legislative push in U.S. history to combat climate change.

The last big effort to pass climate legislation was in 2009, when congressional Democrats failed to approve a carbon pricing system under former President Barack Obama.

The resolution includes the creation of a civilian climate corps program for young people, which would produce more jobs that address climate change and help conserve the planet.

There is also proposed funding for energy-efficient building weatherization and electrification projects, as well as language about methane gas reduction and polluter import fees to raise revenue and increase greenhouse gas emissions reduction efforts.

Progressive Senate Democrats have so far praised the inclusion of climate policy in the resolution. Sen. Bernie Sanders, I-Vt., the Budget Committee chairman, earlier this week said the agreement will start “the process of having this great country lead the world in transforming our energy system.”

However, Sen. Joe Manchin, D-W.V., the moderate Democrat whose support may be critical in the bill’s passage, told reporters that he’s “very, very disturbed” by climate provisions that he believes could eliminate fossil fuels.

“I know they have the climate portion in here, and I’m concerned about that,” said Manchin, who is chairman of the Senate Energy and Natural Resources Committee. The Democrat did not rule out his support for the resolution.

EPA Administrator Michael Regan on Wednesday said that the inclusion of a clean energy standard in the resolution has received “a very favorable response from many people on both sides of the aisle.”

“There are things in there for the American people that equate to jobs, global competitiveness, a strong infrastructure and preparation for climate change,” Regan said during an interview on NPR.  

Congress is working on the resolution in tandem with the $1.2 trillion bipartisan infrastructure plan, which is still being drafted.

Senate Majority Leader Chuck Schumer, D-N.Y., said he wants to have votes on the budget resolution and the infrastructure bill before the Senate goes on recess in August.

It’s Arduous to Seek for a Therapist of Coloration. These Web sites Need to Change That.

Other organizations go a step further and help patients make therapy appointments. The non-profit Black Men Heal, for example, offers up to eight free online consultations. About 70 percent of clients choose to pay for additional sessions, said executive director Tasnim Sulaiman, a private practice psychotherapist in the Philadelphia area who founded the organization in 2018.

It can be difficult for people of color to find a therapist with a common cultural background. About 18 percent of people in the United States identify as Hispanic and 13 percent as Black, according to the Census Bureau, but a report by the American Psychological Association found that only 5 percent of psychologists are Hispanic and 4 percent are Black – 86 percent are white. Similar inequality exists among the country’s social workers and psychiatrists.

Eric Coly, who previously worked in finance, founded Ayana Therapy in 2020, about eight years after rock bottom with anxiety and depression.

At the time, he struggled to find a therapist who could understand the intersection of his different identities as blacks and immigrants from Senegal who had lived in different parts of the world.

“This product was almost meant to heal the way I used to be,” he said.

Ayana, which means “mirror” in Bengali, asks users to fill out a questionnaire designed to capture “your many nuances,” said Mr. Coly, then put you in touch with a culturally competent therapist. The cost of each online session is currently $ 60.

Providers are verified through a process that includes two interviews and reference reviews.

While Ayana was created for a variety of races and cultures, as well as for those who identify as LGBTQ, some websites cater to a more niche group of users such as LatinxTherapy, Therapy for Black Girls, Therapy for Black Men, the Asian Mental Health Collective and the National Queer and Trans Therapists of Color Network. Melanin and Mental Health has a directory of color therapists, many of whom are in Houston. The Black Emotional and Mental Health Collective, a nonprofit wellness organization that trains people to respond to mental crises, has an online directory of a wide variety of black practitioners, including therapists, yoga teachers, doulas, and mediators.

Employers are also increasingly recognizing the need for culturally competent providers. Indeed, Thumbtack, and Critical Mass, part of the Omnicom Group, recently partnered with Therify, which uses artificial intelligence technology to connect employees with vendors in their state. Half of Therify’s nearly 300 online therapists are People of Color and 20 percent specialize in serving clients who identify as LGBTQ, said the company’s CEO James Edward Murray, who interviews each provider.

Invoice to Change How Navy Prosecutes Felonies Faces Resistance

WASHINGTON – After years of opposition from Pentagon leaders, New York Democrat Senator Kirsten Gillibrand appeared to be nearing victory over a fundamental change in the way the military handles sexual assault cases. However, their emphasis on including all serious crimes in the measure for reasons of racial justice now threatens to weaken their support.

Ms. Gillibrand’s push to remove commanders from decisions in prosecuting sexual assault cases had received bipartisan support despite opposition from military leaders. Last month, President Biden and Secretary of Defense Lloyd J. Austin III endorsed a similar change recommended by an independent military body.

But Mr. Austin and some of Mrs. Gillibrand’s strongest allies in Congress on this issue are reluctant to make broader changes to the military justice system. Some lawmakers say they only recently focused on the details of the measure after months of discussion.

“Your bill is much broader than I thought,” said Senator Susan Collins, Republican of Maine and an early proponent of Ms. Gillibrand’s move. “I believe she has made a compelling case for sexual assault and related allegations to be removed from the chain of command.”

But Ms. Collins said she didn’t think there was any justification for removing other alleged crimes from the military justice system.

Ms. Gillibrand’s bill would overturn the decision to prosecute serious crimes such as sexual assault and other crimes such as murder from military commanders to military prosecutors. The Pentagon panel proposed a more limited change: that a special victim unit should be set up within the military for cases of sexual assault and some other crimes.

But Ms. Gillibrand argues that this would create an unequal system and has said that her proposal would also help fight racial injustice.

A bill that would cover most crimes is “necessary,” she said in the Senate on Tuesday, “because the current military justice system simply does not provide justice, especially for soldiers of color.”

This tactic has helped attract other voices to their cause.

“Racial and gender bias in the military has resulted in inadequate prosecution of sexual assault cases and excessive prosecution of black and brown officers,” said Anthony Brown, Rep. Anthony Brown, Democrat of Maryland, a veteran and former Army Attorney General an interview this week.

While there have been differences in prosecution in the military over time, he said, “I think after the tragic murder of George Floyd, it really got a lot of us to say, ‘Hey, this is a real opportunity here, this one Fix inequalities and differences. ‘“

Studies over the years have identified racial differences in the military justice system, including the way in which discipline is exercised.

The tensions over Ms. Gillibrand’s move and the closer changes recommended by the Military Commission are potentially difficult terrain for Mr. Austin. He said strengthening the fight against sexual assault, racism and extremism in the ranks is a top priority.

Many military leaders who oppose changes in sexual assault cases may also oppose the loss of other prosecutorial powers. But focusing on other crimes could also alienate some of Ms. Gillibrand’s supporters – many of whom were brought back after years of courting.

“My inclination now is to commit sexual assault,” said Senator Angus King, Maine Independent, after previously saying he would register with Ms. Gillibrand. “That has been the goal of our work for eight years.”

Among the 70 or so senators from both parties who joined this spring, Ms. Gillibrand still seems to enjoy support. Senator Ted Cruz, a Republican from Texas, has been with their side for years, while some Democrats, like Senator Tim Kaine of Virginia, recently joined their efforts.

“There are many reasons to professionalize crime-dealing,” said Kaine, who previously worked as a lawyer. “Kirsten has a bright line that was maybe a little different from the one she drew earlier. But it’s a line that makes sense for us lawyers. “

Republican Senator Josh Hawley from Missouri agreed. “As a lawyer and former prosecutor, I think there is some value in having continuity and saying that every crime is handled the same way no matter what it is. I like that as a former prosecutor and I like it as a defense attorney. For me it’s a plus. “

Both men said they support the bill in writing but welcome further debate on the proposed changes that would require a Congressional resolution.

Senator Jack Reed, Democrat of Rhode Island and chairman of the Senate Armed Forces Committee, now supports changing the prosecution for sexual assault after years of opposition. But he is a leading voice against extending this trial to other crimes.

Data on racial differences is mixed and sometimes inconclusive, in large part due to the military’s lack of consistent data on race and the justice system, several reports say.

A recent report by the Government Accountability Office found that black and Hispanic military personnel were more likely than whites to be tried in a military trial, but that race “was not a statistically significant factor in conviction.”

A report by the Air Force Inspector General last year found that black service members were 1.64 times more likely to be suspicious in Office of Special Investigations criminal cases, but said that “identifying racial differences does not automatically imply racial bias or racism available”. . “

LONDON – According to a new Oxfam report released on Friday, the number of people who died of starvation increased six-fold over the past year to surpass deaths from Covid-19.

Up to 11 people die of starvation and malnutrition every minute as the proportion of people suffering from starvation-like conditions has skyrocketed since the pandemic began, the global charity said in a paper titled “The Hunger Virus Multiplies” .

For comparison: an estimated 7 people die of Covid-19 every minute.

The statistics are overwhelming, but we must remember that these numbers are individual people who are exposed to unimaginable suffering. One person is too much too.

“Hunger continues to be used as a weapon of war to steal food and water from civilians and to hamper humanitarian aid,” said Maxman. “People cannot live safely or find food when their markets are bombed and crops and livestock are destroyed.”

Meanwhile, food insecurity has worsened in what the charity has dubbed “emerging epicentres of hunger” such as India, South Africa and Brazil – some of the countries hardest hit by Covid-19 infections.

But even countries with relatively resilient food systems like the US have been rocked by the pandemic and recent climate shocks, the report said.

SANTA MONICA, Calif. — The deadly heat wave that brought triple-digit temperatures to the Pacific Northwest and western Canada and killed hundreds of people was virtually impossible without human-caused climate change, according to a new analysis by an international team of 27 scientists.

The temperature records were so extreme — 116 degrees Fahrenheit in Portland, Oregon, and 121 degrees Fahrenheit in Canada’s British Columbia — that researchers said it was difficult to quantify just how rare the heat wave was. The team, working under the umbrella of Oxford University-based World Weather Attribution, estimated it was a once-in-a-millennium event.

The scientists, who are based in the U.S., Canada, the U.K., the Netherlands, France, Germany and Switzerland, estimated that human-caused climate change increased the likelihood of such a heat wave by at least 150 times.

“An event such as the Pacific Northwest 2021 heatwave is still rare or extremely rare in today’s climate, yet would be virtually impossible without human-caused climate change,” the team of scientists wrote. “As warming continues, it will become a lot less rare.”

The researchers urged adaptation measures that account for the rising risk of heat waves, including action plans that incorporate early warning systems for high temperatures, as well as more ambitious targets to drastically reduce planet-warming greenhouse gas emissions.

Researchers also found that in a world with 2 degrees Celsius of warming, which could happen this century unless there are significant cuts to greenhouse gas emissions, such a heat event would occur about every five to 10 years.

The Earth has already heated up more than 1 degree Celsius compared with preindustrial levels, according to the World Meteorological Organization.

The analysis by World Weather Attribution, which conducts quick analyses to determine if there is a link between climate change and specific extreme weather events, has not yet been peer-reviewed. However, it uses processes that have been peer-reviewed in the past 10 years.

Scientists used computer simulations that compared a hypothetical world without greenhouse gas emissions to the existing world in order to assess the impact of climate change on weather events. The research will later be published in peer-reviewed journals.

The study, published on Wednesday, is in line with previous research on the impact climate change has on the frequency and severity of heat waves and drought.

The recent historic heat wave, which started at the end of June, fueled wildfires, threatened water shortages and was linked to hundreds of deaths in Oregon, Washington and British Columbia. The official death count is expected to rise.

More than one-third of global heat-related deaths during warm seasons can be attributed to climate change, experts have said. Heat also kills more people than any other weather-related disaster in the U.S.

“Our results provide a strong warning: our rapidly warming climate is bringing us into uncharted territory that has significant consequences for health, well-being and livelihoods,” the scientists wrote.

North America just recorded its hottest June on record, according to scientists with the Copernicus Climate Change Service, with 2021 virtually certain to be among the 10 hottest years on record.

Some Republicans Discover Failure to Grapple With Local weather Change a ‘Political Legal responsibility’

That same week, a group of young Republicans with signs saying “This is what an environmentalist sees” held an initial rally for “conservative” climate action in Miami.

On Capitol Hill, House Republican leader Kevin McCarthy plans to set up a Republican task force on climate change, his staff confirmed. Mr. McCarthy declined an interview request.

And on Wednesday, Mr Curtis plans to announce the formation of the Conservative Climate Committee, which aims to educate his party about global warming and develop policies to counter what the committee calls “radical progressive climate proposals”. So far, 38 members of the Republican House of Representatives have joined, its employees said.

“I hope that any Republican member of this group, when asked about the climate in a community meeting, will be very comfortable talking about it,” said Curtis, adding, “I fear that too often Republicans simply have said “what you don’t like without adding ‘but here are our ideas’.”

These ideas include limited government, market-based policies to curb greenhouse gas emissions as formulated by new conservative think tanks. One of them is C3 Solutions, jointly run by a former advisor to the late Oklahoma Senator Tom Coburn, who called global warming “crap”. The organization also recently recruited an energy policy expert from the Heritage Foundation, a conservative group that until recently promoted vocal critics of climate change.

A package of bills presented by Mr. McCarthy on Earth Day advocated carbon capture, an emerging and expensive technology that captures and stores carbon emissions generated by power plants or factories before they are released into the atmosphere. It also encouraged tree planting and the expansion of nuclear power, a carbon-free energy source that many Republicans prefer to wind or solar power.

These measures would do little to reduce fossil fuel emissions, which raise average global temperatures and cause more extreme heat, drought and forest fires; stronger storms; and rapid extinction of plant and animal species. Republicans have not offered any specific emissions reduction targets.

For Many Staff, Change in Masks Coverage Is a Nightmare

“Retailers were asking and requiring you to wear masks,” said Willy Solis, a shopper for the delivery app Shipt in Denton, Texas, who works in stores like Target, Kroger and CVS. “A large majority of people were still doing the right thing and wearing them.”

Since the C.D.C. announcement, however, “it’s been a complete shift,” Mr. Solis said. Denton, like Yorktown, sits in a county that supported former President Donald J. Trump by a single-digit margin in the November election.

According to the Kaiser Family Foundation, 97 percent of Democrats said in a March poll that they wore a mask “at least most of the time” when they might be in contact with people outside their homes, and a similar portion of Democrats said they believed masks limit the spread of coronavirus.

That compared with only 71 percent of Republicans who said they wore a mask outside the home at least most of the time, and just half said they thought masks were effective.

That suggests that a significant number of Republicans have worn masks only to comply with rules, not because they believed it was important, said Ashley Kirzinger, the Kaiser foundation’s associate director for public opinion and survey research. She cited polling showing that Republicans were also less likely to be vaccinated.

Matt Kennon, a room-service server at the Beau Rivage Resort and Casino in Biloxi, Miss., said that before the C.D.C. relaxed its recommendations, the resort’s policy was that all guests must wear masks in common areas unless they were eating, drinking or smoking, and that it was strictly enforced.

“There were several security checkpoints around the place where we’d have someone from security let them know, ‘Please put on a mask,’” said Mr. Kennon, a shop steward with his union, UNITE HERE. “There were stations with disposable masks for guests to wear in case they didn’t have one.”
