Biden’s Silence on Abortion Rights at a Key Second Worries Liberals

However, as a presidential candidate, Mr. Biden was far less vocal than many of his rivals in the primary, including Vice President Kamala Harris, who compared an Alabama law effectively prohibiting abortion to “a scene from ‘The Handmaid’s Tale'”.

“If you look at him as a Catholic and his attendance at Mass and the way he looks at life and death and everything else, he is culturally 1,000 percent Catholic,” said Jo Renee Formicola, professor of political science at Seton Hall University, who describes the relationship between investigated by the Catholic Church and American lawmakers. “He’s very, very Catholic, but when it comes to being political he’s a lot more pragmatic than Catholic.”

In office, Mr Biden reversed several Trump administration policies, including removing restrictions on abortion pills, lifting a ban on federally funded medical research using fetal tissue from abortions, and lifting restrictions on funding for U.S. and U.S.A. international groups that offer abortion services or referrals.

Some abortion advocates say these early steps are neglected. In his joint address to Congress, the threat to abortion rights was not mentioned, but only incidentally referred to “protecting the health of women”. Ms. Harris, who was once fairly open on the matter, has made no significant comments since taking office.

“The scale of the crisis calls for stronger leadership,” said Kelley Robinson, executive director of the Planned Parenthood Action Fund. “We want them to be explicit advocates of sexual and reproductive health care and use this bullying pulpit to make sure this is a priority expressed by the highest office in the country.”

Many proponents consider the president’s budget for fiscal year 2022, due to be released on Friday, to be a key indicator of the government’s position. Reproductive rights organizations urge Mr. Biden to keep his promise to remove the Hyde Amendment and other restrictions on federal funds.

His administration has also urged Congress to codify abortion rights that would guarantee reproductive rights nationwide even if the Supreme Court overthrew Roe. However, it has not proposed any specific legislation or outlined a strategy to get such a bill through Congress.

Biden infrastructure plan: Senate Republicans make counteroffer

Senate Republicans unveiled their $928 billion infrastructure counteroffer to President Joe Biden on Thursday, as the sides see whether they can bridge an ideological gulf to strike a bipartisan deal.

The plan includes:

  • $506 billion for roads, bridges and major infrastructure projects, including $4 billion for electric vehicles
  • $98 billion for public transit
  • $72 billion for water systems
  • $65 billion for broadband
  • $56 billion for airports
  • $46 billion for passenger and freight rail systems
  • $22 billion for ports and waterways
  • $22 billion for water storage
  • $21 billion for safety efforts
  • $20 billion for infrastructure financing

Biden’s latest offer to Republicans came in at $1.7 trillion — $600 billion less than his original plan. He has urged the GOP to put at least $1 trillion into an infrastructure package.

The White House did not immediately respond to a request to comment on the senators’ offer.

Republicans and the White House have moved closer to agreement on an infrastructure plan but still need to resolve fundamental issues about the scope of a package and how to pay for it, a GOP senator leading the effort said Thursday. Sen. Shelley Moore Capito said the sides are “inching closer” in negotiations ahead of Memorial Day, the date by which the White House wanted to see progress in bipartisan talks.

“We’re still talking. I’m optimistic, we still have a big gap,” Capito told CNBC’s “Squawk Box.” “I think where we’re really falling short is we can’t seem to get the White House to agree on a definition or a scope of infrastructure that matches where we think it is, and that’s physical, core infrastructure.”

“The White House is still bringing their human infrastructure into this package and that’s just a nonstarter for us,” she continued, referencing Biden’s plans to put money into programs including care for elderly and disabled Americans.

It is unclear if the two parties can overcome broad ideological differences over what constitutes infrastructure, and how to pay for improvements to it, to strike a bipartisan deal. If negotiations do not show promise, Democrats will have to decide whether to try to pass an infrastructure bill on their own using special budget rules.

The process would bring its own headaches, as Senate Democrats would have to both keep all 50 members of their caucus on board and comply with strict rules about what can go into a budget reconciliation bill.

Republicans have said they do not want to raise taxes to cover the costs of improving transportation, broadband and water systems. Biden has called to hike the corporate tax rate from 21% — the level set by the GOP after it cut taxes in 2017 — to at least 25%.

“We can do this without touching … those tax cuts,” Capito told CNBC.

She mentioned that lawmakers could redirect unused coronavirus relief funds to state and local governments to infrastructure, or implement user fees on transportation like electric vehicles. Those Republican solutions could put Biden in a bind.

The president has promised not to raise taxes on anyone who makes less than $400,000 per year. User fees or an increase to the gas tax would put an extra burden on many Americans whose incomes falls under the threshold.

Capito said she sees the potential for bipartisan agreement on transportation spending. She noted that the Senate’s Environment and Public Works Committee — where she sits as ranking member — advanced a roughly $300 billion surface transportation bill that she thinks could guide a broader infrastructure deal.

In trimming his original $2.3 trillion plan, Biden cut out funding for research and development and supply chain enhancements. He also reduced proposed spending on broadband, roads and bridges.

Biden did not cut down the proposed $400 billion for home-based health care. Republicans have criticized that spending as part of an infrastructure package.

Broad Coalition of Democrats Presses Biden to Broaden Medicare

WASHINGTON – A broad coalition of Democrats from across the ideological spectrum plans on Thursday to begin what it promises to be a loud and sustained campaign to pressure President Biden to add a major Medicare addition to his infrastructure package.

More than 150 House Democrats – including Representative Pramila Jayapal of Washington, chairman of the progressive wing of the House, and Representative Jared Golden of Maine, one of the chamber’s most centrist Democrats – have teamed up in what is far from certain to draw Republican opposition but contains suggestions that are popular with a broad segment of the electorate.

Disappointed that Mr Biden has not yet responded to an election promise to expand Medicare benefits, members of the group, which together represent nearly 70 percent of House Democrats, have signed a letter starting their print campaign. The organizers say it will contain opinion pieces and press events. Representatives Conor Lamb from Pennsylvania and Joe Neguse from Colorado are also leading the push.

“It is really unusual for a health proposition to reach this intensity,” Ms. Jayapal said in an interview.

At the heart of the plan is to call for the Medicare Eligibility Age to be lowered from 65 to 60 and to enroll approximately 23 million Americans on the federal senior health program, which will cost $ 200 billion over 10 years. Lawmakers are also pushing for Medicare benefits to be extended to include teeth, eyesight and hearing, which would cost approximately $ 350 billion over 10 years.

Legislators say the third element of their package more than offsets the cost: Medicare’s power to negotiate drug prices. Ms. Jayapal said change – one that Democrats have been unsuccessful in promoting for years – could generate as much as $ 650 billion in a decade, although the Congressional budget bureau has estimated the savings at about $ 450 billion over that period.

Mr Golden, who has historically opposed some large-ticket spending, including the nearly $ 1.9 trillion stimulus bill, said the Department of Veterans Affairs, which has the power to negotiate drug prices for veterans, is paying far less for prescription drugs than the rest of the government.

The Government Accountability Office found that the prescription drug division paid an average of 54 percent less than Medicare in 2017.

Lawmakers have made Zoom calls with White House officials over the proposal, which they hope Mr Biden will include in a large spending package that can lead the Senate through accelerated budget reconciliation this year.

It is not clear whether Mr Biden and other Democrats in Congress will accept the move, as Democratic leaders have focused on competing efforts to achieve a permanent increase in health subsidies under the Affordable Care Act in the Boom Act. There is widespread support for this proposal, including from hospitals who want to get the higher private insurance rates and insurers who want more people to buy their products. Any attempt to expand Medicare is likely to encounter opposition from the same groups.

However, Ms. Jayapal argued that the two health care proposals were compatible. She said negotiating lower drug prices could generate enough money to pay for the changes to the Affordable Care Act as well. If not, “there are many sources of income that are possible and necessary,” she said.

The Medicare proposals have proven popular with so-called Front Democrats – those who represent conservative districts. More than a dozen have joined the effort, underscoring its bipartisan appeal.

After meeting with White House officials on the matter, Neguse argued that Democrats could go further and lower the Medicare Eligibility Age to 55 to cover more than 40 million additional people.

“Many seniors in our nation cannot treat their illnesses because Medicare benefits are not as comprehensive as they should be,” he said.

Democrats say that at least 75 percent of Medicare beneficiaries who require a hearing aid do not have a hearing aid, and much of the country has low rates for dental visits or eye exams.

Mr. Golden said when speaking to voters he had heard repeatedly that the change would help the residents of his district.

“How crazy is it that we have been paying into Medicare all our professional lives, and at the time when your dental care is likely to be the most important, Medicare doesn’t even cover it?” he said. “I know seniors get frustrated with this.”

Nearly 20 Senators, led by Senator Bernie Sanders, the independent Vermonter, have joined forces on a similar call for White House action on the matter.

Former Trump lawyer Alan Dershowitz sues

Famed attorney Alan Dershowitz on Wednesday filed a multimillion-dollar lawsuit against Netflix and the producers of “Jeffrey Epstein: Filthy Rich” over his portrayal in the docuseries about the deceased multimillionaire and accused child sex trafficker.

Lawyers for Dershowitz, who was interviewed for the 2020 series, allege he was misled “knowingly and deliberately” by the producers, who “maliciously and intentionally” portrayed him in “a defamatory manner.”

They did that by “promoting and bolstering false allegations of sexual misconduct against Professor Dershowitz,” says the lawsuit, which was filed in southern Florida federal court.

A Netflix spokesperson told CNBC in a statement that Dershowitz’s lawsuit “is without merit, and we will vigorously defend our partners and the series.”  

Dershowitz is also suing Radical Media LLC and Leroy & Morton Productions LLC, as well as the show’s director, Lisa Bryant, and producer Joseph Berlinger.

Epstein victim Virginia Giuffre alleges she had been recruited as part of the dead money manager’s sex trafficking operation and had been directed to have sex with Dershowitz and others.

Dershowitz, who is still fighting Giuffre in court, denies he had sex with her and says he never met her. His defamation suit accuses the defendants of “not presenting evidence in the Netflix Epstein series that they received and agreed to present,” which he says exonerates him.

Dershowitz’s denial and Giuffre’s accusation “come off as a ‘he said/she said’ conflict,” the lawsuit states. But “it wasn’t a ‘he said/she said’ situation, however, given Professor Dershowitz’s totality of the evidence establishing he never had sex with Giuffre,” the lawyers argue.

Bryant “deliberately broke” her repeated promise to include in the Netflix series “all the evidence that Professor Dershowitz presented to her disproving Giuffre’s allegations against Professor Dershowitz,” the lawsuit alleges.

A lawyer for Giuffre did not immediately respond to a request for comment.

Dershowitz is demanding at least $20 million each in damages for four separate causes of action, including defamation and breach of contract, according to the lawsuit.

Philip Byler, an attorney for Dershowitz, told CNBC in an email that “the damages figure reflects that Professor Dershowitz’s reputation has been severely damaged.” He noted that compensatory claims usually get refined during the course of litigation.

“I am sure you would not want to be taunted about liking sex with underage girls,” Byler added.

Dershowitz more than a decade earlier had helped negotiate a plea bargain for Epstein that required the financier to register as a sex offender. Epstein was arrested on sex trafficking charges in July 2019. He hanged himself in his jail cell in Manhattan federal lockup about a month later.

A Harvard Law professor, Dershowitz had also joined former President Donald Trump’s legal team during his first impeachment fight.

More recently, he told CNBC he was advising lawyers for MyPillow CEO and election conspiracy theorist Mike Lindell in a defamation suit.

Byler in a statement said Netflix and the Epstein show’s producers used the professor’s name “to drive views of their miniseries and then proceeded to defame him with clever manipulation of facts.”

“This makes a mockery of our First Amendment, victims’ rights, and the truth itself,” Byler said.

Biden’s Decide to Lead ATF Seems Earlier than Senate Panel

David Chipman, President Biden’s election to head the Alcohol, Tobacco, Firearms and Explosives Bureau, faced waning criticism from Republicans during his confirmation hearing Wednesday of his history of scathing comments on gun ownership.

Mr. Chipman, a two-decade veteran of the ATF who advised gun control groups, was selected in part because of his willingness to face an industry that has handcuffed the agency that enforces gun laws.

But his comments – including an interview last year in which he jokingly compared frantic gun purchases during the coronavirus pandemic to a zombie apocalypse – have been the subject of repeated questions from Republicans on the Senate Judiciary Committee.

“Many see it as a dedicated gun control advocate like David Chipman, who is in charge of ATF, a tobacco manager who is in charge of the Department of Health and Human Services, or Antifa, who is in charge of the Portland Police Department “said Senator Charles E. Grassley, Republican of Iowa and the senior committee member.

As the hearing began, news reports of a fatal shooting in San Jose, California began pinging on lawmakers’ phones. “I’m not lost that there is another mass shooting,” said Senator Amy Klobuchar, a Minnesota Democrat.

The National Rifle Association launched a coordinated campaign against Mr. Chipman’s nomination, citing his promises to regulate automatic weapons and his support for universal background checks.

The organization has effectively exercised a veto power over the appointment of stable leadership at the ATF and blocked several potential directors, including a conservative police union official who was tapped by President Donald J. Trump. The gun lobby has also waged a decades-long campaign to fight the ATF, fighting against fund increases and efforts to modernize their paper-based firearms tracking system.

Republicans said Mr. Chipman’s penchant for provocation made him an unacceptable choice in hopes of sinking his nomination, just as a story of inflammatory Twitter posts doomed Neera Tanden’s nomination, Mr. Biden’s first choice, to be his Head of household office.

Senator Mike Lee, Republican of Utah, barbecued Mr. Chipman for jokingly said in an interview last year that some first-time gun buyers were “preparing for end-time scenarios and zombie apocalypses.”

Mr Chipman, who appeared to be trying to avoid back and forth with Republicans, said the statements were “self-deprecating”. He also diverted questions about his advocacy of progressive politics by saying he considers himself a “policeman”.

Minutes later, after Texas Republican Senator Ted Cruz criticized him for calling for restrictions on AR-15-style rifles, Mr. Chipman thanked the Senator for telling me “me a Dr. Pepper offered ”.

Mr Biden elected Mr Chipman after a lobbying campaign by gun safety organizations led by former representative Gabrielle Giffords. For the past several years, Mr. Chipman has worked with groups led by Ms. Giffords and Michael R. Bloomberg, former Mayor of New York City, who also urged his selection.

The White House was initially reluctant to nominate anyone who would provoke such fierce opposition, but Mr Biden decided he had to take a risk after the mass murders in Atlanta and Boulder, White House officials said.

White House officials believe Mr Chipman has just enough votes – they estimate 50-52 – to overcome near-unanimous Republican opposition.

Two critical Democrats, Senators Joe Manchin III from West Virginia and Kyrsten Sinema from Arizona, have told Democratic leaders that if the hearings go well, they will likely vote for him. Two Republicans, Senators Susan Collins from Maine and Patrick J. Toomey from Pennsylvania, haven’t ruled out their support.

Biden orders nearer evaluation of Covid origins as U.S. intel weighs Wuhan lab leak concept

WASHINGTON – President Joe Biden on Wednesday announced that he has ordered a closer intelligence review of what he said were two equally plausible scenarios of the origins of the Covid-19 pandemic.

Biden revealed that earlier this year he tasked the Intelligence Community with preparing “a report on their most up-to-date analysis of the origins of Covid-19, including whether it emerged from human contact with an infected animal or from a laboratory accident.”

“As of today, the U.S. Intelligence Community has ‘coalesced around two likely scenarios’ but has not reached a definitive conclusion on this question,” Biden said in a statement.

“Here is their current position: ‘while two elements in the IC leans toward the former scenario and one leans more toward the latter – each with low or moderate confidence – the majority of elements do not believe there is sufficient information to assess one to be more likely than the other,” said the president.

Biden used the Intelligence Community’s traditional language when they provide assessments to a president. This includes explaining to the president when different agencies within the IC disagree, and always giving the president the level of confidence they have in the accuracy of the raw intelligence.

Biden issued the new directives as the origins of the coronavirus pandemic, still officially unknown, come under increasing scrutiny.

The hypothesis that the virus may have escaped from a laboratory, while initially dismissed by some as a conspiracy theory, has in recent months gained more mainstream traction.

Centers for Disease Control and Prevention Director Dr. Rochelle Walensky last week said in Senate testimony that a lab-leak origin “certainly” was “one possibility.”

White House officials told reporters Tuesday that China hasn’t been “completely transparent” in the global investigation into the origins of Covid-19, and that a full investigation is needed to determine whether the virus that’s killed almost 3.5 million people came from nature or a lab.

“We need to get to the bottom of this, whatever the answer may be,” White House senior covid-19 advisor Andy Slavitt told reporters at a covid briefing Tuesday. “We need a completely transparent process from China, we need the [World Health Organization] to assist in that matter and we don’t feel like we have that now.”

The World Health Organization said in March that it was “extremely unlikely” that the virus was introduced to humans through an accidental lab leak. But that report was heavily criticized by scientists who said the WHO gave the possibility of a lab accident short shrift compared with a natural-origin scenario..

“The report lacks crucial data, information, and access. It represents a partial and incomplete picture,” White House press secretary Jen Psaki said at the time when asked about WHO’s stance on Covid’s origins.

The Office of the Director of National Intelligence, which leads the nation’s 18 intelligence agencies, did not immediately respond to CNBC’s request for comment.

The Chinese Embassy in Washington, D.C., did not immediately respond to CNBC.

John Warner, Genteel Senator From Virginia, Dies at 94

WASHINGTON — Senator John W. Warner of Virginia, the genteel former Navy secretary who shed the image of a dilettante to become a leading Republican voice on military policy during 30 years in the Senate, died on Tuesday night. He was 94.

He died at his home of heart failure, according to a former staff member.

Mr. Warner may have for a time been best known nationally as the dashing sixth husband of the actress Elizabeth Taylor. Her celebrity was a draw on the campaign trail during his difficult first race for the Senate in 1978, an election he won narrowly to start his political career. The couple divorced in 1982.

In the latter stages of his congressional service, Mr. Warner was also recognized as a protector of the Senate’s traditions and was credited with trying to forge bipartisan consensus on knotty issues such as the Iraq war, judicial nominations and treatment of terror detainees.

Capito, Senate Republicans to ship counteroffer

A group of Senate Republicans plans to send President Joe Biden an infrastructure counteroffer this week as the sides consider whether they can bridge an ideological gulf to craft a bipartisan bill.

The proposal could cost nearly $1 trillion, and Republicans aim to offset the spending without increasing taxes. The group of GOP lawmakers aims to deliver the plan as soon as Thursday morning.

Hopes for an agreement between the parties to revamp U.S. transportation and broadband appeared to dim last week. After the White House cut its infrastructure offer to $1.7 trillion from $2.3 trillion, an aide to Sen. Shelley Moore Capito, R-W.Va., said the plan’s price tag was “well above the range of what can pass Congress with bipartisan support.”

The Republican group initially put out a $568 billion infrastructure framework last month.

Democrats will have to decide whether they want to chop up their plan enough to win Republican votes, or try to forge ahead on their own using special budget rules. It is unclear if they would consider passing parts of the proposal with GOP support, then moving to approve other pieces on their own.

The Biden administration has said it wants to see whether it can make progress in bipartisan infrastructure talks before Memorial Day.

Asked after a meeting of the Republicans leading the infrastructure effort if this week’s offer would be the GOP’s last, Capito said she would wait to see how the White House reacted to it. She noted that bipartisan plans that could become part of a broader infrastructure package — including a roughly $300 billion surface transportation bill she helped to craft as ranking member of the Environment and Public Works Committee — are working their way through congressional panels.

“I think that we’ve got good momentum, but we’ll see what [the White House’s] reaction is,” Capito said Tuesday.

The parties need to resolve fundamental issues to come to an accord on infrastructure, one of Biden’s top priorities in the White House. They have disagreed on what should count as infrastructure, as Democrats push for a bill to include policies including care for elderly and disabled Americans.

Biden also wants to pay for the legislation through tax increases on corporations. Republicans have opposed any effort to hike the corporate rate, set at 21% after the 2017 GOP tax cuts.

“We’re not going to have any votes at all to tamper with the 2017 tax bill,” Sen. Roger Wicker, a Mississippi Republican and ranking member of the Senate Commerce Committee, said Tuesday.

Sen. Pat Toomey, R-Pa., on Tuesday suggested using money already approved by Congress but not yet spent. While he did not specify which funds he thinks lawmakers could repurpose, some Republicans have previously suggested using state and local government aid approved as part of coronavirus relief bills.

After Biden met with six Republican senators earlier this month, the sides expressed hope about striking an infrastructure deal. However, an aide to Capito said the administration and Republicans seemed “further apart” after senators met with Biden’s staff.

Capito said the Republicans would be open to meeting with Biden again.

Justice Dept. Goals to Preserve Secret A part of Barr-Period Memo on Trump

The Biden administration has decided to fight to keep most of a Justice Department memo from the Trump era related to the controversial 2019 statement by former Attorney General William P. Barr in which President Donald J. Trump is exempted from illegal obstruction of justice in the Russia investigation.

Late on Monday, the Justice Department appealed part of a district court ruling ordering the entire memo to be published. At the same time, it was written that Mr. Barr sent a letter to Congress claiming that the evidence in the then-secret report by Special Envoy Robert S. Mueller III was insufficient to charge Mr. Trump with a crime.

The Justice Department published the first page and a half of the nine-page memo. While Mr Miller had refused to pass judgment on what the evidence brought together because the department’s policy was not to indict a seated president, the memo said Mr Barr was entitled to make a decision to the public Shape understanding of the report.

The Mueller report itself, which Mr. Barr was allowed to publish weeks after his letter to Congress, had created the impression that the fruits of Mr. Mueller’s investigation had cleared Mr. Trump of the obstruction. It contained several actions by Mr Trump that many legal specialists said were clearly sufficient to ask a grand jury to charge him with obstruction of justice.

These actions included attempting to harass his White House attorney Donald F. McGahn II to forge a record to cover up a previous attempt by Mr. Trump to fire Mr. Miller and a possible pardon for Mr. To impose Trump’s former election chairman. Paul Manafort to encourage him not to work with investigators.

The Justice Department’s new filing also apologized and defended the Barr-era court files, which Judge Amy Berman Jackson had described as “insincere.” They could have been written more clearly, but they were still correct.

“The government acknowledges that its pleadings could have been clearer and deeply regrets the confusion it has caused,” the Justice Department said. “But the government attorney and registrants had no intention of misleading the court, and the government respectfully submits” that missteps still did not warrant the publication of the entire memo.

Mr Barr’s claim – made weeks before the Mueller publication was released – that the evidence gathered showed that Mr Trump did not commit a criminal offense of disability has been widely criticized as deeply misleading.

Among other things, a government monitoring group, CREW, filed a lawsuit under the Freedom of Information Act in the US District Court in Washington to request disclosure of an internal memo on the matter.

Earlier this month, Judge Jackson issued a damning ruling on the case alleging that the Barr-era Justice Department was “insincere” to that court about the nature of the memo on court records, arguing that it could be lawfully kept secret under an exception preliminary considerations. She wrote that she made the discovery after insisting that she read it herself.

While the Barr-era Justice Department advised her that the memo concerned considerations about whether Mr. Trump should be charged with disability, the memo itself indicated that Mr. Barr had already decided not to, and the memo dealt with instead Strategy and arguments that could be applied to discard the idea. She ordered the entire document released.

The Biden-era Justice Department had until Monday to respond. In its filing, she acknowledged that her previous filings “could have been clearer and deeply regrets the confusion it has caused”. However, it also insisted that its “statements and pleadings were correct and submitted in good faith”.

The decision that Mr Barr actually made was, according to the department, about whether to decide whether the evidence would be enough to indict Mr Trump one day – and not whether he should be indicted at that moment, as the longstanding legal policy of the The sitting department should consider sitting presidents temporarily protected from prosecution during their tenure.

And it said the legal analysis in the second part of the memo – the part about which secrecy is appealing – was in fact decided beforehand, although the memo was finalized after Mr Barr made his decision because it commemorates legal advice which the department’s attorneys had previously given to the attorney general.

Household meets with Biden, Harris at White Home

WASHINGTON — Members of George Floyd’s family met with President Joe Biden and Vice President Kamala Harris at the White House on Tuesday, to mark the first anniversary of Floyd’s murder by a Minneapolis police officer.

Floyd, a 46-year-old Black man, died on May 25, 2020, after then-Minneapolis cop Derek Chauvin pressed his knee onto Floyd’s neck for more than nine minutes. Floyd was unarmed.

Floyd’s death sparked worldwide calls for racial justice in policing and a reimagining of law enforcement. Following the hourlong meeting, the Floyd family spoke to reporters outside the White House.

“Being here today is an honor,” said Terrence Floyd, a brother of George Floyd. “To meet with the president and vice president, and for them to show their concern for our family and to give an ear to our concerns and how we feel in this situation. It was a very productive conversation, and we thank everyone for the love.”

In a statement, Biden said the Floyd family “has shown extraordinary courage, especially [George Floyd’s] young daughter Gianna, who I met again today. The day before her father’s funeral a year ago, Jill and I met the family and she told me, ‘Daddy changed the world.’ He has.”

Despite the global response to Floyd’s murder, Congress has yet to pass a bill to reform policing.

Bipartisan negotiators have worked for weeks to tweak the House-passed George Floyd Justice in Policing Act in order to win enough Republican support to get it through the Senate. Negotiators include Rep. Karen Bass, D-Calif., and Sens. Tim Scott, R-S.C., and Cory Booker, D-N.J., who are expected to continue talks this week.

Floyd family lawyer Ben Crump said members of the family would meet with senators later in the day Tuesday.

Earlier this year, Biden called on Congress to pass a policing reform bill and send it to his desk before the first anniversary of Floyd’s death. That deadline passed Tuesday, but Biden stressed that he was willing to wait longer to make sure the bill contained genuine accountability measures.

“So he’s going to be patient and make sure it’s the right bill and not a rushed bill,” said Crump.

“We have to act,” said Biden. “We face an inflection point.”

Floyd’s brother Philonise Floyd said that a Congress that voted to protect wildlife could vote to protect Black lives.

“If you can make federal laws to protect the bird that is the bald eagle, you can make federal laws to protect people of color,” he said.
